CHAPTER I
THE PROBLEM AND ITS SETTING
1.1 INRODUCTION Headquarters Tactical Operations Group 10 is presently located in Lumbia airport in Cagayan de Oro City. However, its present location will be utilized by the 15th Strike Wing as their new airbase (see MOA signed between DOTC and DND). In this connection TOG 10 is likewise proposed to be relocated at Bancasi, Butuan City. TOG 10 is the Philippine Air Force unit in Northern Mindanao. Its primary mission is to plan, control and coordinate the employment of air power in its area of responsibility. Its specific functions include: determining tactical air requirements in its AOR; exercising operational control and supervision over all Air Force units deployed and/or attached thereat; conducting tactical air operations within area of responsibility; performing forward air control missions; performing airfield operations and service support functions; performing Civil Military Operations (CMO) within its AOR; and performing other functions as directed by Division Commander, 3rd Air Division (Mission and Function, TOG 10). However, due to the MOA signed between DOTC and DND which state that “DOTC – CAAP will develop the PAF’s airbase at Major Danilo Atienza Air Base (MDAAB) in Sangley Point, Cavite City as CAAP’s general aviation operations hub to decongest the heavy air traffic at Ninoy Aquino International Airport (NAIA) thereby resulting to better aviation services for the general public.” And likewise direct DND – PAF to cede and convey its ownership of all the facilities and land at MDAAB and will be traded to the DOTC-CAAP’s Lumbia Airport in Cagayan de Oro City. Likewise, utilized the same as new airbase for the PAF’ 15th Strike Wing.
“As a consequence of the land-swap arrangements, the DOTC-CAAP would provide a relocation site for the Hqs TOG 10 at Bancasi Airport in Butuan City as the present location of the PAF’s unit in Lumbia Airport comprising of approximately 2.91 hectares has been previously committed to the PAF by the DOTC-ATO (now CAAP) in connection with the Third Airports Development Project of DOTC-ATO in Puerto Princesa City, Palawan (MOA dtd 2002 between the DND-AFP and DOTC-ATO)” according to the signed MOA. Presently, only an ACP is located at Bancasi, Butuan, which is composed of several personnel and limited equipment as well as one building in the area. The said ACP is inside an army forward base. At present, only a small portion of the army base was given to the air force for the said ACP.(FIG) The present site only caters helicopters particularly Huey and MG 520. If other aircraft is in the area specifically fixed wings, they were parked at the airport vicinity wherein security is compromised. Likewise, for the last few months, most of its air operations are conducted in northeastern Mindanao (FIG). In effect of the agreement signed by DOTC and DND, TOG 10 based in Lumbia, Cagayan de Oro performed an initial survey for the proposed location of its base at Bancasi, Butuan. As a result, coordination with the local government agency concerning the project has been initiated. Wherein, an available space was allocated for the proposed relocation of TOG 10 located east of the airport terminal, situated along the airside of the runway. (FIG) Also, lot dimension, elevation, land surface, access road, etc. has been considered in the said survey.
With the assumed permanent relocation of TOG 10 in the area (FIG), supervision and coordination of air operation would be easier between the Air Force and the army. Furthermore, maintenance of the aircraft deployed thereat would be properly addressed. The presence of TOG will also increase the visibility of the Air Force in the Area. Because of that, assessment of the proposed relocation of TOG 10 at Bancasi, Butuan is necessary.
1.2 STATEMENT OF THE PROBLEM The purpose of this study is to assess the proposed relocation site of Headquarters Tactical Operations Group 10 in Bancasi, Butuan. This study was undertaken to answer the following questions: 1. Is the site offered by the DOTC-CAAP suit the needs of the HTOG 10 for its operation? 2. What are the advantages of Bancasi, Butuan as permanent location of HTOG 10?
1.3 THEORETICAL / CONCEPTUAL FRAMEWORK The conceptual framework that will be used in this study is the Input – Process – Output Model. In the IPO model, a process is viewed as a series of boxes (processing elements) connected by inputs and outputs. Information of material objects flow through a series of tasks or activities based on a set of rules or decision points. Flow charts and process diagrams are often used to represent the process. What goes in is the input ; what causes the change is the process ; and what comes is the output (Harris and Taylor, 1997).

1.4 HYPOTHESIS 1.5 SIGNIFICANCE OF THE STUDY The significance of the study is to evaluate the viability and need of the relocation of HTOG 10 at Bancasi, Butuan. Likewise, it is important and timely in order for the Philippine Air Force to arrive with a solution and decision for the transfer of the said unit. This study will give the reader general idea of the advantages of relocating the said unit in Bancasi, Butuan. This will also determine that said site will suits the needs of the HTOG 10 for the performance and accomplishment of its mandated task.
This research is parallel to the proposed relocation of 15th Striker Wing from MDAAB to Lumbia, Cagayan de Oro. Wherein, Strike Wing will give-up the property in MDAAB for the CAAP’s general aviation for the improvement of aviation services for the general public. In which, the necessity of relocating HTOG 10 to other location is of great need for the implementation of relocating 15th Strike Wing to Lumbia Airport. With this study, significant results may be used by the reader to come-up with a decision that shall benefit the DOTC – CAAP and DND – PAF particularly HTOG 10 for its transfer to Bancasi, Butuan.
1.6 SCOPE AND LIMITATION The research study only covers the assessment of the proposed relocation site stipulated in the MOA signed between DOTC and DND. Wherein, the study will intend to evaluate the viability and suitability of Bancasi, Butuan whether it suits the needs of the HTOG 10 and if this location would be strategically advantageous to exercise its mandated tasks within its area of responsibility. The result of the study will be based on facts, interviews, position paper and other related studies. CHAPTER II REVIEW OF RELATED LITERATURE This part of the paper covers related literature, official documents and research which contain facts, information and concepts that were reviewed and used as basis for the accomplishment of this study.
2.1 RELATED READINGS
Memorandum of Agreement dated _______ signed between HON. MANUEL A. ROXAS The Secretary of DOTC - CAAP and HON. VOLTAIRE T. GAZMIN The Secretary of DND – PAF. Paragraph 4 of the signed MOA states that DOTC-CAAP will develop its general aviation operations hub at 15th Strike Wing MDAAB, in Sangley Point, Cavite City to decongest the heavy air traffic at NAIA thereby it will result to better aviation services for the general public. Wherein, paragraph 5 of the said MOA states that 15th SW will be relocated at Lumbia airport in Cagayan de Oro in exchange of the property at MDAAB, Sangley Point, Cavite City. As a consequence of the said agreement paragraph 8 states that DOTC-CAAP would provide a relocation site for the HTOG 10 at Bancasi Airport in Bancasi, Butuan City. In this regard, the assessment of the suitability of the area with approximately 2.91 hectares at Bancasi Airport is deemed necessary.
STL from GC, TOG 10 to Commander, 3AD dated 06 June 2012 with subject Probable Relocation Site of HTOG-10 at Butuan Airport. The STL was in compliance with the directive of HPAF on Probable site of HTOG 10 at Butuan Airport. As a result, it is recommended by the Airport Manager the space located at the east side of the airport. Dimensions, elevation, land surface, etc. has been considered and surveyed. With all the factors mentioned it is recommended that the said site is feasible for the conduct of air operations and the construction of operational support facilities of the HTOG 10. 2.2 RELATED LITERATURE / STUDIES
2.3 SYNTHESIS
CHAPTER III RESEARCH DESIGN AND METHODOLOGY The purpose of this chapter is to provide and explain the methods used in this research. This chapter will review the research design used to accomplish the study, the instruments used to gather data, and data collection and management are also included.
3.1 RESEARCH DESIGN The researcher opted to use descriptive approach in assessing the suitability of the relocation of HTOG 10 in Bancasi, Butuan as its new site. Since the study will be focusing on the strategic advantage and suitability of the proposed location, the descriptive approach of research was the most appropriate method to use. Wherein, according to Creswell (1994), the descriptive method of research is to gather information about the present existing condition. It describes with emphasis what actually exist such as current conditions, practices, situations or any phenomena (Sevillo, 2011). With this method used in this research, the researcher will formulate rational and sound conclusions and recommendations for the study.
3.2 INSTRUMENT Inquiries and interviews were used as instrument for this study. Interview which involves the collection of needed data through interaction between the interviewer and the respondent (Deloso, Blog site). Document analysis was also used in this research. With this, the researcher will evaluate the viability and suitability as well as the strategic advantage of relocating HTOG 10 at Bancasi, Butuan. Also, significant documents are included in the annexes of this study.
3.3 DATA COLLECTION AND MANAGEMENT The researcher gathers data through studies of previous commanders of TOG 10, Position papers, Plans and programs conducted by the Office of Plans and Programs A-5, AFREO, A-3 and other Commandant’s paper made by previous students of Air Force Officer School (AFOS). This was made during the research time allotted to the researcher. Likewise, the researcher used his free time on studying related materials and other documents in line with the study. This study also employed interviews and inquiries of the present commander, as well as previous commanders of TOG 10. Due to limited time and resources this interview were conducted through telephone call with the personalities involved. Guide questions were constructed before the said interview. After collecting all facts and information affecting this study, the researcher tabulated this information for data analysis and interpretation.
