INTRODUCTION

The purpose of this resource guide is for local government officials to assess the structure of local and countywide transportation plans and resources. This will act as a framework or reference to assist in the planning and development of transportation services and infrastructures. The report also highlights potential resources and recommendations for the planning of master transportation improvements that will incorporate public health.
As part of the effort to integrate health into transportation planning, it is crucial to consider the capabilities and resources of your own community in conjunction with private sectors and different levels of government. In addition, the goal of the program is to promote physical activity, and the connection between the environment we live in can both indirectly and directly impact our health.
“Health is a resource for everyday life, not the object of living. It is a positive concept emphasizing social and personal resources as well as physical capabilities,” as defined in WHO’s “Health Promotion Glossary” (Nutbeam 1998).
Comprehensive transportation planning with health in mind will be very crucial. Therefore it is important to understand our local or countywide regulations and identify potential resources.

COUNTY PROFILES
We have been assigned to five geographic areas, along with their school districts.
Our target areas are: * Albert Gallatin School District in Fayette County; * Purchase Line School District in Indiana County (and Clearfield County); and * Kane Area School District in McKean County (and Elk County)

Giving the complexity and comprehensiveness of this planning process, it is important for us to understand the rules and jurisdictions of the county. In return, we can use that information and find out how to incorporate them into the master transportation plan.

STAKEHOLDERS
Successful relationship with stakeholders can play a critical role in policy-planning and implementation. A large percentage of the transportation network assets such as pipelines and public transits belong to transportation industry stakeholders. Owners of companies specializing in transportation services or infrastructures can assist in planning and coordination leading to a more efficient policy-making process.

TRANSPORTATION
Most street projects are managed by the state Department of Transportation.
Development plans and practices can focus on establishing transit and pedestrian-oriented communities to promote walking, bicycling and transit. These routine recreational activities can improve health and encourage more physical activity participation.
