Abstract
Education is frequently seen as a means to strengthen national capacity, (United Nations Development Programmes (UNDP), 2010). How exactly education contributes to manpower planning in Nigeria and yet high unemployment rate often remains a black box. Hence, there is a strong case to be made that the interplay between higher education and manpower planning and development should be a focus of attention in the policy arena. Conventional thinking suggests that education, and higher education in particular, is a way of meeting the manpower requirements for economic development, (Ojo, 2006). Here, manpower preparation is assumed to be a major means of capacity development. Manpower forecasting and matching is a classical approach to educational planning. The first manpower planning exercise in Nigeria started in 1959 with the appointment of Sir Eric Ashby Commission, (Ojo, 2006). With the worsening unemployment situation and the shortage of high-level manpower, that is the simultaneous occurrence of surplus of unskilled labour and shortage of skilled labour, manpower planning in Nigeria became lacked and wanted, (ibid). The main problems of the education sector in general and Africa in particular among others include poor quality, mismatch between education and the labour market. On quality, high dropout rates, unqualified teachers, and outdated curriculum has inhibits education role in proper planning and development of manpower. Unemployment among graduates was the primary evidence of the mismatch between education and the labour market. Graduates are both too numerous and too poorly prepared. This study among others investigates the trend of graduates supply in Nigeria; Examines how educational institution respond to unemployment among Nigerian graduates; Identifies the relationship between Labour demand and University enrolment in Nigeria; and Investigates the influence of Higher education in efficient allocation of manpower in Nigeria. Five research questions and three hypotheses guided this study which was limited to University of Lagos due to time an financial constraints. The study reviews relevant literatures such as the United Nations Development progamme “Developing Education beyond Manpower; World bank “World declaration on Higher Education; and strategic planning for sustainable development of Nigerian tertiary educational institutions etc. The study involves a descriptive survey design which made use of questionnaire to facilitate primary data collection from 30 staff of University of Lagos who were randomly selected and secondary data (sourced from textbooks, journals, internet, magazine, periodicals, National Manpower Board (Labour demand data) and Nigeria University Commission (University Enrolment figure).
