...ICT (information and communication technologies) is increasingly reducing barriers among states, individuals and corporations by creating a more economic interdependence and global integration which in turn makes the globe a dynamic place. Since the development of technology the world has consistently been made smaller from time to time by reducing the physical, economical and socio-political barriers thus turning the world into what scholars refer to as a global village. We cannot talk about ICT and its role in flattening of the world without touching on globalization. Globalization in this case refers to the increasing free flow of readily available technology, ideas, market and people. In the book “The World is Flat” by Thomas Friedman he argues that ICT and global integration have enables countries like China and India to develop the fastest growing economies in the world. In his book Thomas starts us off by telling us he realizes the world is flat when he visits a campus in India. Friedman is impressed by the campus’s advanced technology such as the glass-and-steel buildings and large flat-screen televisions. It is a federation with four provinces and four federally administered territories[1]. For three decades the country experienced a process of increasing centralization in decision-making, resource management and service delivery. During that period, governments were set up under Islamic Socialism, martial law, experiments with democracy by eight governments, and another military take over. Democratic institutions and service delivery eroded at each reconstruction of the state. To offset poor governance, a process of devolution has been initiated through establishment of local governments across Pakistan. The principle of inclusion through political decentralization was meant to provide institutional entitlements for voice and action. Direct elections were held at the union council level (encompassing a population of 25,000, covering 5-7 villages or more settlements) in 2000 for 21 representatives. This paper develops a theory of authority in a multiple layer hierarchy, in which the distribution of authority alleviates incentive incompatibilities. To examine the theory, I collect monthly personnel data from about 200 journalists over three years in a Chinese newspaper, and provide evidence on their incentives and performance under two basic organizational forms — centralization and decentralization. Relying on an unexpected organizational reform from decentralizing to centralizing editorial power in some divisions of the newspaper, I …nd three main results: 1) centralization improves the quality of the journalists’performance, in terms of the newspaper’ inters nal assessment and the external measures of news content; 2) centralization reduces the journalists’activities for private gain; 3) centralization decreases the editorial activities conducted by managing editors. These results are in line with the theory: a more centralized hierarchy achieves better control over workers’ opportunistic behaviour, at the cost of depressing middle managers’initiative.
