...CHAPTER I THE PROBLEM AND ITS BACKGROUND Introduction Most universities talk about "foreign language", they mean a language other than the main one spoken in your home, or other than the main language that most of your subjects were taught in when you went to school.To be considered a foreign language, the language has to be a language used by humans - so it can't be a computer language like C++ or Java. But if you're a native English speaker, it could be Spanish, or French, or Russian, or Mandarin, etc. Or yes, often, it can be ASL. A foreign language is a language indigenous to another country. It is also a language not spoken in the native country of the person referred to or other than the main language that most of your subjects were taught in when you went to school. In recent years, computer-assisted language learning has been integrated into foreign language education and computer programs with varying levels of interactional relationship between computer and the language learner have been developed. Language learning aids such as foreign language writing aid and foreign language reading aid, targeted at the specific language skills of foreign language learners, are also alternative instruments available for foreign language learners. It has been operational since November 2012 and delivers approximately 50 predictions each day for countries of Latin America. EMBERS is built on a streaming, scalable, loosely coupled, shared-nothing architecture using ZeroMQ as its messaging backbone and JSON as its wire data format. It is deployed on Amazon Web Services using an entirely automated deployment process. We describe the architecture of the system, some of the design tradeoffs encountered during development, and specifics of the machine learning models underlying EMBERS. We also present a detailed prospective evaluation of EMBERS in forecasting significant societal events in the past 2 years. ...Master Thesis Entrepreneurship and Microfinance: A Framework for Impact Evaluation Abstract The idea and implementation of Microfinance has become a hot topic and is currently at the central stage in debates on poverty alleviation. Microfinance can be defined as the sustainable delivery of financial services to the poor that aims at creating a world in which as many poor households as possible, have access to a suitable range of financial services (Christen, Rosenberg and Jayadeva, 2004). However, the large majority of impact studies of microfinance lack empirical support and several limitations and obstacles continue to haunt the potential outcomes of microfinance, such as selection bias (Tedeschi, 2007) and lack of integration with the commercial banking sector (Copestake, 2007). In my thesis, I will focus on yet another limitation, that of lack of entrepreneurial knowledge amongst lenders in microcredit. I will develop on the marginal impact of entrepreneurial training on microcredit and suggest an empirical framework. The paper will start by presenting the topics of entrepreneurship and microfinance and the current situation in Tanzania. In Part II a review of an important study by Karlan and Valdivia will be discussed and in the following section a suggestion for a framework for an empirical study will be made.
