For this assignment, I have chosen the Department of Energy. As a contracting officer, I have been tasked with overseeing the acquisition of a proprietary database program for the entire Research and Development department. * Explain how you would go about developing the statement of need? Give examples of the information required and factors to be considered.
To begin the process of acquiring the new program, I would first develop a Statement of Need (SoN). Once the database program that we were currently using had been determined to be obsolete or no longer suitable for our needs (or, even better, if we had made this determination well in advance of the program actually failing to meet our requirements), a new proprietary database program would have to be developed (or purchased) and then phased in to replace our current system. In order to spend any of our precious government funds, I would have to make a case for why we wanted to buy a new program.
One of the first things that I would do would be to speak to the users of the system to determine what exactly the current program was being used for, and how it was being used. Besides speaking with the individuals within the Department of Energy who used the program the most, I would also speak to the vendors (or developers) of the program to get their input as well. I would then find out what (beyond our current uses) it was capable of doing, and if any of these additional features could be utilized to enhance the usefulness and extend the life of the current database program. In addition to finding out what it could do, I would find out what it couldn’t do. By determining what the current program was and was not capable of, I could begin to make a case that it needed to be replaced, or that it would need

The effects that families have developed are losing employment, or acquiring to take employment with lower wages. With individuals that have lost his or her job receiving unemployment benefits are just about one third of his or her normal wages. Families that reside in Harnett County have to go to Department of Social Service to obtain assistance with providing food for his or her family. Families receiving assistance are using Food Stamps, and this has increased to 23 percent and increased by 29 percent in the state of North Carolina. There is a protocol for individuals to qualify for Food Stamps below is a chart of the number of household members and how much the income for the household can have to be eligible for Food Stamp assistance. In figure 1 will show the amount of income per household that individuals can have to qualify for assistance with the service of Food Stamps. In a society where technology has advanced greatly it seems those without resources are left behind.
