It was deputy presidential spokesperson Abigail Valte who passed the buck to school officials in a radio interview Saturday, saying that the Palace is not directly involved in setting tuition policies. Asked if Malacanang can look into the University of the Philippines Manila's alleged "no late payment" scheme, Valte said: "We would have to defer to UP since they set the policy." Chan ■ Wireless communication using multiple-input multiple-output (MIMO) systems enables increased spectral efficiency for a given total transmit power. Increased capacity is achieved by introducing additional spatial channels that are exploited by using space-time coding. In this article, we survey the environmental factors that affect MIMO capacity. These factors include channel complexity, external interference, and channel estimation error. We discuss examples of space-time codes, including space-time low-density parity-check codes and spacetime turbo codes, and we investigate receiver approaches, including multichannel multiuser detection (MCMUD). The ‘multichannel’ term indicates that the receiver incorporates multiple antennas by using space-time-frequency adaptive processing. The article reports the experimental performance of these codes and receivers. M - multiple-output (MIMO) systems are a natural extension of developments in antenna array communication. The expansion of education received by individuals depends both on their and governments’ fiscal resources (Barr, N., 2008). In recent years, however, the world financial-economic crises and adverse macroeconomic conditions have reduced most government’s ability to continue expanding quantity of educational institutions, improving quality of education and widening access, all subject to a fiscal constraint. At the same time, the potential contributions of students and their families are limited by the current financial arrangements (Albrecht & Ziderman, 1995). The result is underinvestment in education, particularly in higher education. However, more investment in human capital will lead to higher economic growth rates and that the rates of return on these investments for both government and private individuals would be very profitable (Steyn and Villiers, 2006).
