Certainty of recapture, coupled with a penalty for stripping bail, could be a much more effective deterrent against fleeing than reliance of security in advance. Lack of a firm policy of recapture plays havoc with the bail system by forcing magistrates to place undue emphasis on the only possible deterrent that remains --- money. As a result bail is often set at amounts too high to be raised by the non-professional, yet low enough to be raised by the professional criminal. The result is that the professional is not deterred and the non-professional is not released.
