“政府宜先派颖秀青年,送之出洋留学,以为国家储蓄人材。派遣之法,初次可先定一百二十名学额以试行之 一、选送幼童每年以三十名为率,四年计一百二十名,驻洋肄业十五年后,每年回华三十名,由驻洋委员胪列各人所长,听候派用,分别奏赏顶带官阶差事。此系官生,不准在外洋入籍逗留,及私自先回,遽谋别业。 一、赴洋幼童学习一年,如气性顽劣,或不服水土,将来难望成就,应由驻洋委员,随时撤回。如访有金山地方华人,年在十五岁内外,西学已有几分工夫者,应由驻洋委员随时募补,以收得人之效,临时斟酌办理。

并订选派幼童出洋肄业应办章程六条,规定学生中文课程大要及禁令礼仪等。其最要之三条录下: 1.挑选幼童不分满汉子弟,年十二岁至十六岁为率。收录入局,由沪局查考中学西学分别教导。将来出洋后,肄习西学仍兼讲中学,课以孝经、小学、五经及《国朝律例》等书,随资高下,循序渐进。每遇房虚昂星等日,正副二委员传集各童宣讲《圣谕广训》示以尊君亲上之义,庶不至囿于异学。 1.幼童选定后,取具年貌籍贯暨亲属甘结收局注册,在沪局肄习以六个月为率,察看可以成就,方准资送出洋,仍由沪局造册报明通商大臣转咨总理衙门查考。至洋局课程以四个月考验一次,年终分别等第查报。其成功则以十五年为率。中间艺成后游历两年以验所学,然后回至内地候总理衙门酌量器使,奏明委用。此系选定官生,不准半途而废,亦不准入籍外洋,学成后不准在华洋自谋别业。

光绪元年秋(一八七五)为四批留美学生最后一批赴美之期,对于学生在美种种举动因其与中国土人习惯相背,已早不满,故抵美对于从前已定之规程,多所吹求,尤好发官气,对于学生之责难甚多,卒于光绪七年,(一八八一)请准将所有学生一律撤回。∽
但留美者尚约十人。[1 3第一期学生之中有唐绍仪、梁敦彦、詹天佑诸人

1.选派制造学生十四名、制造艺徒四名,交两监督带赴法国学习制造。此项学生即宜另延学堂教习课读,以培根柢,又宜赴厂习艺,以明理法,俾可兼程并进,得收速效,以备总监工之选。其艺徒学成后,可备分厂监工之选。凡所习之艺,均须极新极巧,倘仍习老样,则惟两监督是问。如有他厂新式机器及炮台、兵船、营叠、矿厂、应行考订之处,由两监督随时酌带生徒量给。其第一年除酌带量给外,其余生徒,可以无须游历,第二第三两年,约以每年游历六十日为率,均不必尽数同行,亦不必拘定时日。 1.选派驾驶学生十二名,交两监督带赴英国学习驾驶兵船。此项学生应赴水师学堂先习英书,并另延教习,指授枪炮、水雷等法,俟由两监督陆续送格林回次、抱士穆德大学院肄习其间,并可带赴各厂及炮台兵船矿厂游历,约共一年,再上大铁甲船学习水师各法,约二年,定可有成。但上兵船额可援日本派送肄业之例陆续拔尤,分班派送五六人,其末到班者,仍留大学堂学习。既上兵船,须照中国水师规制,除由留辫发外,可暂改英兵官装束。其费由华监督归经费项下支给。内有刘步蟾林泰曾二名,前经出洋学习,此次赴英,即可送入大兵船肄业。 1.制造生徒赴法国官学、官厂学习,驾驶学生赴英国格林回次、抱士穆德学堂并铁甲大兵船学习,应请总理衙门先行分别照会驻京之英法公使,咨会本国外务院,准照办理。其英国学习各事,或再由中国驻英钦差大臣,就近咨商办理。两项学生每三个月由华洋监督会同甄别一次,或公请专门洋师甄别。并由华监督酌量调考华文论说。其学生于闲暇时,宜兼习史鉴等有用之书,以期明体达用。所有考册,由两监督汇送船政大臣,转咨通商大臣备核。其驻洋之期以抵英法都城日起,计满三年为限。未及三年之前四个月,由两监督考验学成者送回供差;其中若有数人将成末成,须续学一年或半年者,届时会同禀候裁夺。总以制造者能放手造作新式船机及全船应需之物,驾驶者能营驾铁甲兵船,回华调度布阵,并有专门洋师考取给予确据者,方为成效。如一切办无成效,将监督议处。 1.制造驾驶两项学生之内,或此外另有学生愿学矿务化学及交涉公法等事者,由监督会商挑选。就其才质所近,分别安插学习,支给教习修金。仍由两监督随时抽查功课,令将逐日所习详记送核,亦以三年为期。学成后公订专门洋师考验确实,给有底据,送回供差。 1.两监督及各项生徒自出洋以迄回华,凡一切肄习功课游历见闻,以及日用晋接之事,均须详注日记,或用药水印出副本,或设循环簿,递次互换,总以每半年汇送船政大臣,查核,将簿中所记,由船政抄咨南北洋大臣覆核。或别国有便益新样之船身轮机及一切军火水陆机器,由监督随时探明,觅取图说,分别绘译。务令在洋生徒,考究精确,实能仿效。一面将图说汇送船政衙门察核,所需各费,作正开销。 1.各项生徒如遇所订教习不能认真指教,或别有不便之处,应随时诉明华监督会同洋监督察看确实,妥为安置。若该生徒无故荒废,不求进益,有名无实,及有他项嗜好者,均由两监督会商分别留遣严究,其员生每月家信二次,信资以及医药等费,作正开销。或延洋医,或延驻洋公使之官医,或应另请派拔医生,均于到洋后酌定。万一因攻苦积劳,致有不测之事,则运回等费,作正开销,并给薪费一年半;仍酌量情节,禀请附奏,以示优恤。如有闻讣丁忧者,学生在洋守制二十七日,另加恤赏,饬该家属具领。 1.此次选派生徒,应由监督溯查考迹,详加验看。如有不应出洋,滥收带往,不能在官学官厂造就,以致剔回者,其回费由监督自给。生徒赴洋后有藉词挟制情事,因而剔回者,即将挟制实在情形,禀请抵华后查明惩究。如咎不在监督者,仍开报回费。实系因病遣回者,不在此例。 1.两监督和衷会办,当互相觉察。万一华监督有敷衍塞责等情弊,而洋监督不行举发,或洋监督有敷衍塞责等情弊,而华监督不行举发者,咎各相等。查有扶同确据,即分别照会咨行,随时撤换,不必俟三年期满。如果事事实际,生徒多优异者,将两监督专折奏请奖叙。 1.此次所议章程,总以三年学有成效为限。若三年后或从此停止,或另开局面,均由船政大臣、通商大臣会商主裁,外入不得干预。 第一批学生于光绪三年二月出国。其时以法人日意格为洋监督,道员李凤苞为华监督,并随员马建忠、文案陈季同、翻译罗丰禄等率同学生于三月到欧,在英法延请教师补习四个月,然后入学校。其在英法分入各校学习之情形,李鸿章言之甚详。他说:“溯查出洋生徒在船时各限功课,不令闲旷。

自同治十一年派遣学生赴美而后,西洋留学生所习科目均为军事;
