CHAPTER 1
Problem and Its Setting

The hearth of education is the child. Logically, the child as a total individual, has a personality with cognitive, affective and psychomotor aspects to be developed. The cognitive or intellectual aspects within the head level is knowledge, understanding, things by memory, identification and enumeration. From the head, this knowledge of things he learned from home and school affects his heart which is the center of affective process in the individual.
Once the child appreciates something, he learns the value, expresses his preferences or judge- ment argues for it and acts in accordance to his value. From such affective aspect, the concept learned is turned into action. This action pertains to psychomotor aspects or non- intellectual aspects that serves as a vehicle for developing students’ skills, talents and ideas. As student grow in basic skills, the wholesome interest they acquire surely enhance their learning from day to day. Because of this, teachers must help foster the wholesome interest they note from the students. According to the late U.S. President John F. Kennedy, a child miseducated is a child lost”. Aristotle, a Greek Philosopher, also stressed that “ the fate of the empire depends on the education of the youth”. This means that the child’s heart and mind can be developed rigidly to the greatest responsibility through the power of education.

In the Philippines, academic achievement is one of the main concerns of the educational system. Surveys and studies are being conducted in the secondary school to determine the academic achievement of students. Programs pertaining to reforms are introduced in the field to bolster the academic performance of the students in the secondary school. The suggested reforms
