A significant portion of humanitarian entrants have ran from circumstances involving great violence and exhibit trauma, economic turmoil, loss of family and social networks, and significant breaks from education or work (Kline &Mone, 2003). Refugees tend to have experienced war and famine (Adams et al, 2004) and these experiences have led them to experience substantially trauma, involving physical and mental torture, sexual abuse, and other distressing conditions (Neuner et al, 2004). According to Farwell (2004), experiencing trauma during war and economic troubles leads to their mental turmoil. Experiencing and witnessing violence is connected to an array of various deliberating psychological effects such as anxiety, depression, substance abuse and post-traumatic stress disorder (Silove, 2001). Psychological distress related to psychosomatic disorders, grief and questioning the meaning of life areexhibited to a lesser extend as a result of such experiences (Silove, 1999., Steel, 1991). Immediately after the Holocaust, the society of states established laws prohibiting genocide, forbidding the mistreatment of civilians, and recognizing basic human rights. These humanitarian principles often conflict with principles of sovereignty and non-intervention. Sovereign states are expected to act as guardians of their citizens’ security, but what happens if states behave as criminals towards their own people, treating sovereignty as a licence to kill? Should tyrannical states be recognized as legitimate members of international society and accorded the protection afforded by the non-intervention principle? Or, should states forfeit their sovereign rights and be exposed to legitimate intervention if they actively abuse or fail to protect their citizens? The pirate's answer was "elegant and excellent," St. Augustine relates. It captures with some accuracy the current relations between the United States and various minor actors on the stage of international terrorism: Libya, factions of the PLO, and others. More generally, St. Augustine's tale illuminates the meaning of the concept of international terrorism in contemporary Western usage, and reaches to the heart of the frenzy over selected incidents of terrorism currently being orchestrated, with supreme cynicism, as a cover for Western violence. The race for the White House will be a marathon, from the front-loaded primary season in January and February to the general election in November. The betting is that the winner will be a Democrat—with a strong chance that a Clinton will again be set to succeed a Bush as leader of the free world. China, meanwhile, will hope to use the Olympics to show the world what a splendid giant it has become. It will win the most gold medals, and bask in national pride and the global limelight. But it will also face awkward questions on its repressive politics. America and China will be prime players in the matters that will concentrate minds around the world in 2008. One of these is the world economy, which can no longer depend on America, with its housing and credit woes, to drive growth. America should—just—avoid recession, but it will be China (for the first time the biggest contributor to global growth) along with India and other emerging markets that will shine. Another focus of attention will be climate change. As China replaces America as the world’s biggest producer of greenhouse gases, serious efforts on global warming depend on the serious involvement of those two countries.
