A child that grows up in poverty is largely at risk because he or she may speak another language, or be less healthy, or has even been abused in one way or another. When children are in the school system and they are labeled “at-risk” and that means that the student comes from a low-socioeconomic level or speaks another language. Today, there are more single parents, dual earner couples, and parents with more than one job living in both rural and urban areas in the United States than at any other time in history. Statistics show there is approximately one in five American children who live below the national poverty level (Causes of Poverty). In today’s society, many people live below the poverty line and those numbers continue to increase because of our high unemployment rates. The Census Bureau reported that 12% of Americans live in poverty. According to the Department of Health and Human Services, the poverty level in 2009 for a family of four was $22,050. With today's unfortunate down turn of events in our economy, many families struggle to earn and still do not come close to that level. Welfare reform in the United States may pressure single mothers to be gainfully employed even though child care is extremely expensive and the mother may only have an income of minimum wage. Aghalino* Abstract: This article examines the intractable problem of constitutional engineering in Nigeria. It is asserted that the drafting of constitutions is a recurring decimal in Nigeria's chequered political history. Right from the colonial period. Nigerians were barely involved in the art of constitution making while the British colonial overlords employed constitution making to consolidate their imperial strategies. Post colonial Nigerian leaders have utilised constitution drafting to ensure regime longevity. The current 1999 constitution is a product of haste because the receding military junta was in a hurry to leave the political turf. Consequently, the 1999 constitution has all the trappings of military centralisation of power resulting in de-federalisation of Nigeria and the consequent clamour and agitation for the amendment of the constitution. However, China’s institutions look ill-suited to achieve such a result, and they indeed suffer from serious shortcomings. To solve the “China puzzle,” this paper analyzes China’s institution—a regionally decentralized authoritarian system. The central government has control over personnel, whereas subnational governments run the bulk of the economy; and they initiate, negotiate, implement, divert, and resist reforms, policies, rules, and laws. China’s reform trajectories have been shaped by regional decentralization. The basis for this research paper is the postcolonial theories of Edward Said, Fanon and Homi K. Bhabha. The aim is to question simply and sardonically the human cost of empire building, moreover it is discussed how the people in a totally alien culture are faced with different cultural predicaments, dilemmas as well as contradictions threatening their identity. Identity is supposed to be stable, while as this novel indicates, it is more of glocal identity which is at risk due to the cultural conflicts, as a result of which identity and ethnicity are subjected to change for the benefit of the hegemony. Summary The Department of Homeland Security (DHS) and the Department of Labor (DOL) (jointly referred to as the Departments) are amending regulations governing certification for the employment of nonimmigrant workers in temporary or seasonal non-agricultural employment. This interim final rule revises how DOL provides the consultation that DHS has determined is necessary to adjudicate H-2B petitions by revising the methodology by which DOL calculates the prevailing wages to be paid to H-2B workers and U.S. workers recruited in connection with the application for certification; the prevailing wage is then used in petitioning DHS to employ nonimmigrant workers in H-2B status. DOL and DHS are jointly issuing this rule in response to the court's order in Comité de Apoyo a los Trabajadores Agricolas v. Solis, which vacated portions of DOL's current prevailing wage rate regulation, and to ensure that there is no question that the rule is in effect nationwide in light of other outstanding litigation.
