1. What was the Rockefeller Report? Why was it important? Richard Nixon sent the New York Governor, Nelson Rockefeller, to talk with Latin American leaders and give recommendations to the US policy. Rockefeller reported that the US and Latin American were becoming more distant and suggested that the US show more tolerance for authoritarian rule in Latin America. This is significant because it left the Nixon administration with two options to maintain bilateral relations with Latin America. He could either give more economic aid or assist the authoritarian governments.

(Hint: Think about Nicaragua) Jimmy Carter’s situation in Nicaragua displays that any intervention he had in Latin America would go against his interests. Carter had the option of supporting Somoza of the Sandinistas. However, he was forced to cut financial and military aid to Somoza because he acted against his foreign policy that criticized human rights abuses. However, Carter was also forced to cut off financial aid from the Sandinistas because they were vicious and raped and murdered four Catholic women. So, any reform in Nicaragua supported by the US forces would have acted against the interest of the US.
