...FINAL (SUMMER) INTERNSHIP REPORT BY EMMANUEL EKIBA BAGENDA On secondment by the International Human Rights Program (at the University of Toronto Faculty of Law), I served as an intern with the Uganda Human Rights Commission (UHRC) during the summer of 2006. My internship lasted from May to August and, during this time, I worked under the immediate supervision of Mrs Christine Birabwa Nsubuga (who heads the Legal and Tribunals Section of the UHRC) and Mr Remmy Beauregard (who is the UHRC’s Institutional Development Advisor). Substantive Engagements The main project on which I worked during the internship was a comparative analysis between the UHRC’s legal framework and that of other national (and provincial) human rights commissions in a range of countries, including Malawi, South Africa, Canada, and Ghana. The primary aim of all this was to highlight ways in which the UHRC’s legal framework could be buttressed in a manner that facilitated the promotion of human rights in Uganda. The working hypothesis, in other words, was that the UHRC could overcome some of the institutional and substantive challenges it faced by drawing upon the normative frameworks of its correspondent institutions in other jurisdictions. IRDAI has done away with the capping of insurance business from one insurer by a bank in its latest draft. As compared to the previous draft that mandated banks to cap business from one insurer to 50%, IRDAI has removed this cap. This would mean that those insurers without a bank partner or promoter would still have to wait longer to get business from bancassurance. The regulator has said that an insurer can have tie-ups with up to three insurers in any line of business-life, non-life or health. ...In the article As the West Goes Dry, Service uses melting snow on the West and Northwest mountains to exemplify the effects of global warming. The western side of the country uses snow packs from the mountains for its reservoirs during the spring and summer months. 75% of water in Western streams is attributed to melted snow. Even with only a slight increase in temperature overtime (0.8’C), the snow packs have decreased significantly and the summertime flow of water from the melted snowpack is expected to be 20-50% less this year. Some climatologists believe these increases in temperature can be explained by the warming and cooling trends in the 1900s, where temperature increased during 1920s-1940s and decreased during 1950s-1960s, however that trend theory does not explain the largest loses of snowpack are at the lowest elevations. Even if we are currently in a warming trend, temperatures are only predicted to increase further and faster, leaving us with the same issues. The decrease in snow packs will impact where the limited water will be dispersed in the warmer months. This will especially affect farmers and agriculture. It will also increase the risk for natural disasters such as forest fires.
