After Independence, we started with line-item budgeting that focused on expenditure. Under this approach, ministries and agencies were assessed on their ability to spend the approved allocation within a given year. Moreover, it lacked coordinated planning, performance measurements and systematic evaluation. Subsequently, a more results oriented Programme and Performance Budgeting System (PPBS) was adopted in 1969, where the focus shifted to outputs, with resources allocated for specific programmes and activities based on priorities. Systemic problems, however, continued to persist. There was lack of accountability, while decision making was highly centralized. To address these problems, the PPBS was improved and introduced as the Modified Budgeting System (MBS) in 1990. The system expounded the concept of “let managers manage” and held them accountable for their performance. However, even under this system, the emphasis was still on output, with each ministry and agency focusing on delivering its programmes and projects. This gave rise to duplication of efforts and resources across ministries. It soon became apparent that there were weak linkages between policy formulation, budgeting process as well as project implementation and evaluation...

...IT SYSTEM IMPLEMENTATION CHALLENGES AND SOLUTION. Introduction: Information Technology (IT) is a branch which has recently been derived from computer science. It simply refers to the use of computer and other technologies for the management of vast information (Answer Corporations, 2012). Information technology in modern business is considered to be an easier and convenient way of doing things. Many organizations have long ago forgotten the issue of bulk files and enormous document within work environment. Transactions are also completed these days on the internet thereby avoiding transaction delays and waste of relevant time. What is responsible for the aforementioned is the advent of information technology. Organization considered the relevant of IT and indeed incorporate it’s within their operations and can be refers to as IT System. It is one thing to consider IT system development, it another thing to think of how to go about the implementation of the system to arrive at desired result. Using IT systems to capture and analyze information can have a significant impact on a firm’s performance (Chopra and Meindl, 2010). Slack and Lewis 2008, argued that information processing and computing power has undoubtedly had a major impact on almost all technologies but there are still limits to what computers can do. Following the positive result of successful implementation of IT System, It is pertinent to not that such implementation are not free from difficulties. Although...

...System Implementation HCS 483 Jose Rivera 06/10/13 System choice and implementation is a process that requires much thought, planning, and considerations. There are four steps for selecting and acquiring an information system. The more carefully and detailed the steps are followed, the better the system will be for the organization. Goals need of the new system must be established. The new system must meet the goals and fit the needs of the organization to be functional. Each member of the process plays specific and important roles during the selection, implementation, and maintenance phases of the new system. Stakeholders There are many steps for selecting and acquiring an information system for an organization. An organization will need to know that their current system needs to be replaced. The need for replacement might be because the current system no longer fits the organizations needs or the costs to maintain the current system are too high. From there the steps are planning, selection, implementation, and support of a new health care information system, (Wagner, Lee, & Glaser, 2009, p. 5). “The primary focus of this planning and analysis phase is on the business problem, or the organizations strategy, independent of any technology that can or will be used,” (Wagner, Lee, & Glaser, 2009, p. 8). Now that it is clear there needs to be a new system implemented, the next step is to determine the functional needs and requirements. This step, if...

...Summary Implementation Differences of Hospital Information System (HIS) in Malaysian Public Hospitals. Information technology (IT) has become vital in healthcare sector including public hospitals. As a comparison of public and private health care center, public health care have more patients, and as a result this may also lead to inefficient system implementation. Hence, Hospital Information System (HIS) is hoped to improve the quality of healthcare services. HIS refers to a computer system designed to manage all the hospital’s medical and administrative information. And the function is to enable health professionals to perform their jobs more effectively and efficiently. According Budkin, HIS implementation process is categorized into planning, design, implementation, and operation but his process is different than Houser et al which is divided into three phases, which are preparatory activities for system implementation, certification and acceptance testing, and system implementation. All these researchers have similar opinions on division of HIS implementation. HIS is implemented in 1993, which started under 6th Malaysian Plan (MP) , in Hospital Selayang. Today, only 21 out of 138 public hospitals are implementing the system [2, 53, 54]. Thus, the level of HIS implementation is still low. There are three categories of HIS, which are THIS, IHIS, and BHIS. As mentioned earlier, out of 138 public hospitals, 21 public hospitals are implementing any of these categories of the...

...CHAPTER 20 SYSTEMS DESIGN, IMPLEMENTATION AND OPERATION In chapter 18 we focused on the first phase of the Systems Development Life Cycle – Systems Analysis. Chapter 20 deals with the remaining four phases: - conceptual systems design - physical systems design - systems implementation and conversion - operation and maintenance CONCEPTUAL SYSTEMS DESIGN In the conceptual systems design phase, the developer creates a general framework for implementing user requirements and solving problems identified in the analysis phase. As shown in Figure 20-1 on page 747 HC (page 637 SC), there are three main steps in conceptual design: 1. evaluating design alternatives, 2. preparing design specifications, and 3. preparing the conceptual systems design report. [pic] Evaluate Design Alternatives There are many ways to design an AIS, so accountants and others involved in systems design must continually make design decisions. [pic] The design team should identify a variety of design alternatives and evaluate each with respect to the following standards: 1) how well it meets organizational and system objectives, 2) how well it meets user needs, 3) whether it is economically feasible, and 4) what its advantages and disadvantages are. The steering committee evaluates the alternatives. Table 20-1 on page 748 HC (page 638 SC) presents examples of conceptual and physical design considerations and their corresponding...

...Implementation of Quality Information Systems for E-Learning Applications Abstract: Quality information systems (QIS) are providing all the quality-relevant information during the whole life cycle of a product to all the people involved. With regard to e-learning applications this means that a QIS should provide quality-relevant information to the authors of e-learning materials as well as to the instructors and the learners using them. In this work it is described how such a QIS can be implemented in the context of e-learning applications. In this connection a prototypic system design and strategies for the integration of a QIS into the information system infrastructure of e-learning providers are presented. 1 Introduction Many concepts of quality management are not only applicable during the production and usage of material products, but also in the context of immaterial ones - like for example e-learning applications. Nevertheless quality management concepts are hardly used in this regard today. As a basis for quality management so-called quality information systems (QIS) can be used. They are providing all the quality-relevant information during the whole life cycle of a product to all the people involved. In the context of e-learning this means that a quality information system should provide all the quality-relevant information to the authors of e-learning materials, to the instructors and tutors, and also to the learners. In this work after a look on the State of...

...System Implementation When it comes to implementing or installing a new system within a company or organization, there are many factors to consider, not only technology. System implementation takes place when testing is complete and the team and project manager become responsible for implementing the new information system successfully for the sponsor or for the client’s organization or company. A successful implementation can result in overall organizational efficiency and also strengthen the organization. However, a failed implementation can result in a strain on funds, schedule, and on the organization. Even though there are different implementation methods, there are more things to consider such as: commitment, risks, resistance, user involvement, training, and planning. User commitment plays a huge factor on implementing and installing a system successfully. An implementation method, such as direct cutover, will create a huge sense of commitment. When the direct cutover method is used, the old system is being disposed of and the new one is being installed. It is as if yesterday, you were using an old computer or system, and today you came in and there is a new computer or system in front of you. This method creates a huge sense of commitment with users because there is no system to go back to. When it comes to user commitment, the user must also be committed to change. The company or organization must be willing to implement changes, procedures, structure, and any...

... SYSTEMS DESIGN, IMPLEMENTATION, AND OPERATION SUGGESTED ANSWERS TO DISCUSSION QUESTIONS 22.1 Prism Glass is converting to a new information system. To expedite and speed up implementation, the CEO asked your consulting team to postpone establishing standards and controls until after the system is fully operational. How should you respond to the CEO’s request? The consulting team should strongly advise the CEO that postponing standards and controls is not advisable. Rather than save time and money, the company will probably lose time in the future when unanticipated problems and weaknesses arise due to the lack of standards and controls. The following are reasons why performance standards and control procedures should be established before the system becomes operational: * Internal control considerations must be taken into account when assigning job responsibilities. * Job descriptions and work schedules must include the various control procedures. * Performance standards associated with each position must be considered when selecting personnel to operate the system. * Documentation standards and data security provisions must be formulated before the system can be operational. * Error checks must be built into all computer software systems. * ...

...Implications of Big Data for the design, implementation and use of enterprise-level information systems in Defense While technology rapidly advances and information becomes a strategic asset, Big Data arouses the demand of politicians and military leaders to make use of possible information advantages to allegedly better support the military mission (DOD, 2010). However, the defense sector is still struggling with the implementation of adequate enterprise-level information systems. Therefore, militaries have to assess the necessity of using Big Data within the different business processes, and they have to ensure that the current implementation of enterprise-level information systems remains adaptable and scalable for future business needs. The amount of data is continuously on the rise due to the rapid growth of mobile devices and applications, smart sensors and devices, cloud computing solutions, and […] portals (“Impact,” 2013). Also, the capability to analyze and to correlate structured with unstructured data will enhance. But militaries must avoid getting distracted from implementing a good information management system that serves current business needs, rather than trying to rapidly dominate Big Data. Instead, the success of todays mission has to gain center stage. Thus, one has to focus on three principles. First: One has to act now but also has to keep in mind that there has to be a transition from information management to Big Date in the future, as Big Data will affect...

IT System for Vendor Management Software 6 3. IT system for Inventory Management/ Logistics 7 4. IT system for Business Intelligence / Analytics 8 Business Objective Keeping in mind that in future we could find stores where shoppers can browse the shelves in virtual reality, we came up with an idea for a startup which could give the future shoppers a rich digital shopping experience on the go. Internet of things will change how we shop, as well as how products are presented to us. As a pilot project we plan to set up “Virtual Grocery Store” in locations like metro stations where people can literally do their grocery shopping while waiting for trains. Taking an hour a week for grocery shopping can be a real drag for people residing in metro cities. So we devise a way to have the store come to people. The technology will give shoppers the power to make better buying decisions and eliminate some shopping irritations. The Business Model The walls are plastered with posters that resemble the aisles and shelves of a supermarket. They’re lined from top to bottom with the products you’d normally see while grocery shopping. The only difference is that you can’t just grab the product and check out. The groceries each have a QR code which the shopper scans...

...face the global economic recession and it has affected a lot of companies and even some countries and put them on the verge of declaring bankruptcy. After that, the recovery of a lot of those who got their projects crippled due to the recession was almost done, and they got on the right track again. In order to start making use of their investments, they require getting their projects delivered to start benefiting from it as soon as possible. That being said, any delay in the process of delivering the power and water connections will relentlessly affect the reputation of the company provides it as well as will lead to unhappy customers. This is one of the reasons why Six-Sigma is becoming a part of the companies’ culture. Six-Sigma implementation would help us by statistical methods to measure the process in of a company’s procedure. Moreover, several additional points can be scored when we apply this framework such as the employees’ empowerment, leadership involvement and the satisfaction of the customers. This research attempts to study six sigma aspects in Abu Dhabi Distribution Company (ADDC) to improve the process of power connection procedures by using quality tools like Pareto chart, Control chart and fish bone diagram. Using of those tools prioritized the causes and controls it. Moreover, those quality tools showed up if the process is in control or not, Capable or not and Centered or not. I do feel that Top Sail should implement a Web-based system in order to be effective in the time-sharing and rental broker business. Most every major company as well as brick and mortar companies are breaking through with Web based systems. Customers look to make everything convenient for them. Purchases and rentals of most all products via the Internet is how most customer are buying now days therefore this is a must for Top Sail. They need a system that will display relevant information pertaining to rentals, availability and prices and exactly what potential renters prefer and/or looking for. 2. What software acquisition options are available to Top Sail? The software acquisition options that are available to Top Sail must begin with the acquisition process. Step 1 is to evaluate the Information System requirements and prepare a request for proposal or a request for quotation, Step 2 is to identify potential vendors or outsourcing options, Step 3 evaluate the alternatives, Step 4 is to perform cost-benefit analysis, Step 5 prepare a recommendation and Step 6 implement the solution. They can develop a system, buy a software package or customize a software package. In Top Sail’s case customizing a software package would probably be the best route to take and in terms...
