Established in 1962, Trade Adjustment Assistance (TAA) programs provide workers who become unemployed as a result of competition from foreign trade with monetary support, training, job search, and relocation benefits. This paper incorporates evaluative studies and review of past literature to explore the political underpinnings of TAA and examine the effectiveness of the services and benefits in helping displaced individuals find new and sustainable employment opportunities. Despite serving as a powerful legislative bargaining tool and broadening support for the free trade coalition, TAA lacks substantive impact on improving the overall wellbeing of unemployed workers. Compared to other mechanisms such as regular unemployment insurance, the program is successful in providing more comprehensive monetary benefits and relief for displaced workers, but its hallmark job training services often fail to translate into sustainable reemployment and recovery in the long run. The broader notion of globalization did not simply manifest itself during the late 1970s, but instead rooted in the Great Depression when government officials and ailing businesses realized the greater domestic economy could be boosted by increasing access to new outlets for goods in markets around the world. In order to reap the benefits of export expansion, the United States needed the support of other countries to eliminate existing trade barriers and gain access to new markets. Therefore, Congress passed the Reciprocal Trade Agreements Act (RTAA) of 1934, which gave presidents the unilateral authority to reduce tariffs in exchange for reciprocated benefits. This reflected a critical transition in trade policy, a monumental move away from traditional protectionism and towards greater trade liberalization. As President Franklin D. Roosevelt later noted in 1940, international exchange was an “indispensible part of the foundations for any stable and durable world peace.” Although free trade and globalization continued to gain support as a key pillar of the post-war economic system, there was a lack of strong public outcry to protect domestic industries due to two main factors. Springer Professor Mimi Engel Professor Mark Berends      Though there is widespread evidence that teachers matter, a more challenging problem exists in attempting to measure teacher effectiveness. It can be argued that student feedback is an important consideration in any teacher evaluation system as students have the most contact with teachers and are the direct consumers of a teacher’s service. The current paper outlines the development and preliminary validation of a student survey on teacher practice. Using data from a large-scale pilot in Georgia, the analysis finds that teacher scores on a student survey have a positive and marginally significant relationship to value-added estimates of teacher effects on student achievement. Further, there is a strong link between teacher scores and measures of academic student engagement and student self-efficacy.
