KABANATA I
ANG SULIRANIN AT KALIGIRAN NITO
1. Introduksyon
Ang Maritime School Assessment Program (MSAP) ay isang pamantayang pang akademiko na naglulunsad ng pasulit kung saan sinusuri ang kaalaman ng mga estudyante na nasa ikalawang antas sa kanilang napiling kurso particular ang Bachelor of Science in Marine Transporatation (BSMT) at Bachelor of Science in Marine Engineering (BSMARE).
Ang MSAP ay napaka-imporatanteng programa. Lahat ng Maritime Schools ay kailangan lumahok. Nakakatulong din naman ang programang ito dahil halos lahat ng mga Maritime School na lumahok sa programang ito ay nalaman ang antas ng kanilang kaalaman at ang mga dapat mapaunlad. Nagbibigay rin ito ng mga benipisyo na ilalahad sa pag-aaral na ito, sa mga estudyante na nakapasa sa MSAP examination. Karagdagan pa nito, ang examination ay binubuo ng matematika, ingles, at teknical na mga asignatura.
Ang programang ito ay sinusuportahan ng International Mariners Management Association of Japan (IMAAJ) at inilunsad ng Manila-based Philippine-Japan Manning Consultative Council (PJMCC). Mayroong syamnaput anim (96) na Japanese ship owners na bumubuo ng IMMAJ kung saan kasali ang mga malalaki at kilalang kompanya katulad ng Mitsui-OSK Lines at NYK Lines. Ang PJMCC naman ay isang asosasyon ng animnaput limang (65) ahensya ng manggagawang Filipino naipamimigay angmga marino sa mga barko na nagkontrolado ng IMMAJ.
Sinusoportahan rin ang MSAP sa mga myembro ng Philippine Association of Maritime Institution (PAMI) gayundin sa mga hindi myembro nito. Nagbibigay rin ng suporta ang Department of Labor and Employment (DOLE), Overseas Workers Welfare Agency (OWWA), at ang Commission on Higher Education (CHED) sa programang ito.
Ang pag-aaral na ito aynaglalayong alamin kung ang mga estudyante ay handa nang kumuha ng MSAP examination. Aalamin din ang layunin at benipisyo ng MSAP at ang mga dapat gawin ng mga estudyante para makapasa. Nakakatulong ang pag-aaral na ito sa mga estudyante dahil ito ay nagsisilbing payak na kaalaman na maaaring magamit. Nagbibigay ito ng mga impormasyon para mas magiging handa at kampante na makapasa ang mga estudyante sa pagkuha ng MSAP examination. Ibibigay din sa pag-aaral na ito ang mga impormasyon tungkol sa paano na higit mapaunlad ang kahandaan ng mga estudyante sa pagkuha ng programang ito.
Ang pag-aaral na ito ay nagsisilbing gabay para sa mga estudyante kung ano ang gawin bago kumuha o sasalin sa MSAP examination. Ibibigay sa pag-aaral na ito ang mga impormasyon na dapat malaman ng mga estudyante tungkol sa MSAP.

2. Layunin ng Pag-aaral
Ang pamanahong-papel na ito ay nagbibigay ng impormasyon hinggil sa kahandaan ng mga estudyante ng Marine Engineering sa pagkuha ng Maritime School Assessment Program (MSAP) examination at naglalayong matugunan ang mga sumusunod na katanungan:
a. Ano ang MSAP examination at ang kahalagahan nito?
b. Ano ang mga layunin ng MSAP?
c. Ano ang kahalagahan ng pagkuha ng MSAP examination?
d. Ano ang dapat gawin ng mga estudyante ng Marine Engineering para makapasa ng MSAP examination?
e. Paano mapaunlad ang kahandaan ng mga estudyante ng Marine Engineering sa pagkuha MSAP examination?
3. Kahalagahan ng Pag-aaral
Ang mga mananaliksik ay buong-pusong naniniwala na ang pag-aaral na ito ay napakahalaga. Ito ay nagsisilbing payak na kaalaman na maaaring magamit ng mga estudyante sa ikalawang antas ng kursong Marine Engineering upang mas maging handa sila sa pagkuha ng Maritime School Assessment Program (MSAP) examination.
Mahalaga ang mga datos at impormasyong nakalahad dito dahil ito ay nagsisilbing sors kung saan ang mga estudyante ng ikalawang antas ng kursong Marine Engineering ay makakuha ng impormasyon kung ano ang kanilang dapat gawin upang sila ay makapaghanda at kampante sa pagkuha ng MSAP examination. 4. Saklaw at Limitasyon
Ang pananaliksik na ito ay nakatuon sa pagsuri sa kahandaan ng mga estudyante ng kursong Marine Engineering sa pagkuha ng MSAP examination. Saklaw nito ang mga estudyante sa ikalawang antas ng kasalukuyang semester sa kursong Marine Engineering.
Nililimitahan ang pananaliksik na ito ang ikalawang antas ng kursong Marine Engineering sapagkat saklaw ng kanilang antas ang programang ito. Naniniwala ang mga mananaliksik na sa kasalukuyang panahon ay pinakamainam na magkaroon ng pananaliksik na ito upang makapagbigay ng impormasyon sapagkat nalalapit na ang MSAP examination.

5. Depinisyon ng mga Terminolohiya
Upang mas maging madali at ganap ang pagkaintindi ng mga mambabasa, minarapat ng mga mananaliksik na bigyan ng depinisyon ang mga sumusunod na terminolohiya batay kung paano ginamit ang bawat isa sa pamanahong papel.
Ang Ahensya ng Manggagawang Filipino ay isang ahensyana nagdidistribyut ng mga marino sa mga barko.
Ang Bachelor of Science in Marine Transporatation (BSMT) ay isang kurso sa kolehiyo na nakatuon sa mga asignaturang pang navigation.
Ang Bachelor of Science in Marine Engineering(BSMARE) ay isang kurso sa kolehiyo na nakatuon sa mga asignaturang pang engineering.
Ang Commission on Higher Education (CHED) ay isang comisyon ng gobyerno kung saan nag-iimplementa ng wastong kasanayan sa pagtuturo.
Ang International Mariners Management Association of Japan (IMAAJ) ay isang asosasyon na binubuo ng syamnaput anim (96) na Japanese ship owners.
Ang Maritime School ay isang paaralan na nagtuturo ng kursong BSMT at BSMARE.
Ang Manila-based Philippine-Japan Manning Consultative Council (PJMCC)ay isang asosasyonng animnaput limang (65) ahensya ng manggagawang Filipino.
Ang Ship Owner ay isang companya o tao na nagmamay-ari ng barko.

MGA MAGKAUGNAY NA PAG-AARAL AT LITERATURA
Ang Maritime School Assesment Program o MSAP ay isang pagsusuri sa isang bansa sa pamamagitan ng eksaminasyon kung saan sinusuri ang kaalaman ng mga estudyante sa kanilang napiling kurso partikular ang Bachelor of Science in Marine Transportation (BSMT) o Bachelor of Science in Marine Engineering (BSMARE). May ilang mga sumulat ng mga paraan para maghanda sa pasulit na ito. Isa dito ay nagsasabing dapat mong malaman kung ano ang iyong kakaharapin na pasulit. Dapat mong malaman kung ano ang mga ibibigay na. mga kategorya o partikular na mga paksa kung saan kukunin ang mga tanong.
Ayon sa pagsusulit ng Monash University sa Melbourne, Hindi sila naniniwala sa mga estudyanteng nagsasabing sila ay naghahanda sa kanilang mga examination araw bago ang nakasaad na araw ay nakakapasa pa din. Ang pag-rereview sa mga examinations ay hindinagsisimula isang linggo bago magaganap ito. Para lumaki ang tyansa sa pagkuha ng matataas na marka sa mga examinations,dapat simulan ang preparasyon ng maaga hanggat makakaya sa isang semester. Una, dapat kang magkaroon ng mga na-aayon nalibro para sa parating na exam at kabisaduhin ito ng mabuti. Pangalawa, makipag-usap sa mga ibang estudyante at baka makagawa ka ng isang study group. Pangatlo, dapat may alam ka sa mga course program, lectures, tutorials o lab session. At higit sa lahat, mag-review ka sa iyong mga nakaraan na mga test papers. Marami kang makukuha na mapapakinabangan mo.
Ayon naman sa isang website (ayurveda.hubpages.com): “There is no short cut to success, this is the first thing you should remember. For this reason you have to study well first of all. But the preparations are different for different types of exams. Some competitive exams need long term preparation while your school level exams may need preparation of one or two weeks.” Sinasabi dito na walang shortcut sa pagkamit ng tagumpay sa buhay. Kinakailangan mo talagang kumayod at magsipag sa pag-aaral para makamit ang iyong mga pangarap. May iba’t ibang klase daw na preparasyon para naman sa iba’t ibang klaseng eksaminasyon. May mga eksaminasyon na kailangan mong gumugol ng isang linggo para aralin ang mga notes mo o mag-review.
May binigay na mga tips ang website naman na ito. Una, huwag ka daw matakot sa pagkuha ng mga eksaminasyon dahil kahit nag-aral ka madali ka parin na ma-distract dahil iniisip mo na baka di ka makapasa. Kailangan mong maging kampante at palayain ang iyong isipan at kumalma bago ka mag-aral. Pangalawa, kailangan mo maghanda ng isang magandang time table. Kailangan mong mag-set nga mga uunahin mo aralin at iyong mga asignatura na sa tingin mo ay madali na sa iyo. Mainam ito para mas maganda ang iyong pagkasunod-sunod ng iyong inaaral. Pangatlo, humanap ka ng magandang lugar para mag-aral. Ang paghahanap ng magandang lugar ay napakaganda para maka-pokus ka sa iyong pag-aaral. Dapat komportable ka sa lugar at bigyan mo na pansin na walang makakadistorbo sayo habang nag-aaral. Pang-apat,umupo ka ng mabuti. Wag ka mag-aral ng nakayuko o nakahiga kasi aantukin ka lang at mawawala ang iyong gana para mag-aral. Panglima, gumawa ka ng noteshabang nag-aaral. Dapat mong ilagay dun ang mga napaka-importanteng mga terminolohiya na sa tingin mo ay dapat bigyan ng pansin. Panghuli naman ay kailangan mong matulog at kumain ng mabuti. Hindi lang dahil mabuti ito sa iyong kalusugan kung hindi ay makakabigay ito sa katawan at isipan mo ng mas balance na pag-iisip at mas aktibo na katawan habang nag-aaral.

DISENYO AT PARAAN NG PANANALIKSIK
1. Disenyo ng Pananaliksik
Ang pananaliksik na ito ay isinagawa ayon sa disenyo ng pamamaraang descriptive-analitik na pag-aaral. Tinangkang ilarawan at suriin ng mga mananaliksik ang mga estudyante ng ikalawang antas ng kursong Marine Engineering hinggil sa kanilang kahandaan sa pagkuha ng Maritime School Assessment Program (MSAP) examination.
2. Mga Respondente
Ang mga respondent sa pananaliksik na ito ay ang mga estudyante ng kursong Marine Engineering na nasa ikalawang antas sa kasalukuyang semester sa Pamantasan ng Capitol.
Ang mga respondent ay may kabuuang bilang na limangpung (50) katao. Gumagamit ng random sampling ang mga mananaliksik upang magkaroon ng pantay na representasyon ang bawat grupo.
3. Instrumenting Pampananaliksik
Ang pananaliksik na ito ay isinasagawa sa pamamagitan ng pagsarbey. Ang mga mananaliksik ay naghanda ng sarbey-kwestyoner upang malaman ang kaalaman ng mga estudyante ng ikalawang antas ng kursong Marine Engineering hinggil sa kanilang kahandaan sa pagkuha ng MSAP examination. Para sa lalong pagpapabuti sa pananaliksik ay minabuti ng mga mananaliksik na mangalap ng impormasyon sa iba’t ibang hanguan sa internet.
4. Tritment ng mga Datos
Dahil ang pamanahong-papel na ito ay panimulang pag-aaral lamang at hindi isang pangangailangan ng pagtamo ng isang digri, ay walang ginawang pagtatangka upang masuri ang mga datos sa pamamagitan ng mataas at kompleks na istatistika. Tanging pagtally at pagkuha ng porsento lamang ang kinailangang gawin ng mga mananaliksik.

PRESENTASYON AT INTERPRETASYON NG MGA DATOS Natuklasan ng pananaliksik na ito ang mga sumusunod na datos at impormasyon: Natuklasan ng mga mananaliksik na may anim na layunin ang Maritime School Assessment Program (MSAP). Ito ay ang sumusunod:
1. Una ay suriin ang kaalaman ang mga estudyante na kasalukuyang naka enrol sa ikalawang antas ng BSMT at BSMARE sa pamamagitan ng pagbibigay ng pasulit sa asignaturang teknikal, Ingles, at Matematika.
2. Ikalawa ay maging basi sa mga Philippine Maritime Schools para mag implementa ng pamantayang pang-akademiko basi sa mga resulta ng examinasyon.
3. Pangatlo ay tumulong sa mga Maritime Schools na alamin ang kanilang kakayahan at mga bagay na dapat ipaunlad basi sa resulta ng examinasyon.
4. Pang-apat ay tumulong sa mga Maritime Schools na ipaunlad ang kalidad ng pagtuturo para mas maging handa ang mga estudyante na magtatapos sa kursong BSMT at BSMARE.
5. Panglima ay bigyan ng mga oportyunidad ang mga estudyante ng mga Maritime Schools na makakita at ma-employ sa isang kompanya.
6. Pang-anim ay gantimpalaan ang mga karapat-dapat na mga estudyante na nakakuha ng malalaking marka sa MSAP examination.
Natuklasan din ng mga mananaliksik ang mga benepisyo na makukuha ng mga karapat-dapat na mga studyante na nakakuha ng malalaking marka sa MSAP examination:
1. Tutulungan ng Overseas Workers Welfare Administration (OWWA) ang mga estudyante sa mga bayarin pangmatrikula.
2. Bibigyan ang mga estudyante ng oportyunidad na magsanay ng tatlong buwan, sakay sa barkong T/S Kapitan Felix Oca at bibigyan ng anim na pung dolyares (USD 60) buwan-buwan.
3. Bibigyan din ng syam na buwan na shipboard training sakay sa isang Japanese na barko na may alawans na dalawang daan tatlumput limang dolyares (USD 235) buwan-buwan.
Ayon sa nakalap na datos, lahat ng respondente ay lalake. Sa limampung (50) respondente, tatlumput anim (36) ang nagsasabing hinahanda sila ng mga guro sa pagkuha ng MSAP examination. Lima (5) ang nagsasabing hindi at syam (9) naman ang nagsasabing sapat lang.
Grap 1 Ipinapakita ng grap 2 na mayroong tatlumput isa (31) respondente na binibigyan nila ng sapat na oras ang pag-aaral bago sumaling sa MSAP examination. Apat (4) ang hindi at labing lima (15) naman ang sapat lang.
Grap 2 Sa limampung (50) respondente ay mayroong labing isang (11) respondente nagsasabing sapat na at handa nang sumaling sa MSAP examination. Walo (8) ang hindi pa sapat ang kanilang nalalaman at tatlumput isa (31) ang sapat lang.
Grap 3 Tungkol naman sa ginagampanan ba ng mga guro ang kanilang responsibilidad sa wastong pagturo sa mga estudyante ay tatlumput tatlo (33) ang nagsabing oo, tatlo (3) ang nagsabing hindi, at labing apat (14) naman ang nagsabing sapat lang.
Grap 4 Tatlumput tatlo (33) naman ang nagsabing may naitulong ang mga guro sa pagdagdag ng aming kaalaman, tatlo (3) ang hindi sang-ayon, at labing lima (15) ang nagsabing sapat lang ang kanilang naitulong.
Grap 5 Hinggil naman kung anu-ano ang mga sors ng mga estudyante ng pagkuha ng reviewer ay marami ang sumagot na aklat na aabot ng dalawamput syam na bahagdan (26%) na respondente, tatlumput dalawang bahagdan (32%) naman sa internet, at dalawamput apat na bahagdan (24%) sa biswal na presentasyon. Kaunti lang ang sumagot ng diksyunaryo na nasa labing dalawang bahagdan (12%),dalawang bahagdan (2%) sa dyornal at isang bahagdan (1%) lang sa dyaryo.

Ipanapakita naman sa grap 7 ang mga dapat gawin upang makapaghanda ang mga estudyante sa pagkuha ng MSAP examination. Ayon sa mga datos na nakalap, labing isang (11) respondente ang nagsasabing kailangan lang mag-aral ng mabuti at intindihin ang mga itinuro ng mga guro sa klase. Dalawamput tatlo (23) naman ang nagsasabing kailangan lang magtanong sa mga guro tungkol sa mga teknikal na impormasyon dahil sila ay ekspiryensado na at alam nila ang importanteng kaalaman na dapat malaman tungkol sa barko. Syam (9) ang nagsagot na pumunta sa library at magbasa at pito (7) naman ang nagsabing maghanap ng impormasyon sa internet dahil madali lang hanapin ang hinahanap na impormasyon.

Hinggil naman kung saan mag-aaral ang estudyante bago magsimula ang MSAP examination ay animnaput dalawang bahagdan (62%) ang nagsasabing sa bahay lang, dalawampung bahagdan (20%) sa library, labing apat na bahagdan (14%) sa classroom, at apat na bahagdan (2) sa kainan.

Sa limampung (50) respondente ay dalawamput pito (27) ang nagsabing kampanti sila na makapasa sa MSAP examination. Pito (7) ang hindi at labing anim naman nagsagot ng sapat lang.
Grap 9 Makikita naman sag rap 10 na tatlumput apat (34) na respondente ang nagsagot ng pamilya, apat (4) ang nagsagot ng kamag-anak, apat (4) rin sa kaibigan, at walo (8) ang nagsagot ng syota.

LAGOM, KONKLUSYON AT REKOMENDASYON
1. Lagom
Ang pag-aaral na ito ay isang pagtatangkang malaman ang kahandaan ng mga estudyante na nasa ikalawang antas ng kursong Marine Engineering sa Pamantasan ng Capitol sa pagkuha ng MSAP examination. Inilahad sa pag-aaral na ito kung ano ang MSAP, layunin at benipisyo nito. Inilahad din kung ano ang dapat gawin ng mga estudyante ng Marine Engineering para makapasa ng MSAP examination.
Gamit ang disenyong deskriptib-analitik, ang mga mananaliksik ay nagdisenyo ng sarbey kwestyoner na pinasagotan sa limampung (50) respondente na nasa ikalawang antas ng kasalukuyang semester sa kursong Marine Engineering.
Ang nakalap na impormasyon ay prenisenta at inenterpret ng mabuti ng mga mananaliksik at nakabuo ng konklusyon at rekomendasyon.
2. Konklusyon
Batay sa mga inilahad na mga datos, ang mga mananaliksik ay humantong sa mga sumusunod na konklusyon:
a. Hinahanda ng mga guro ang mga estudyante sa pagkuha ng MSAP examination.
b. Binibigyan ng mga estudyante ng sapat na oras ang pag-aaral bago sumaling sa MSAP examination.
c. Sapat lang ang kaalaman ng mga estudyante para makapasa sa MSAP examination.
d. Ginagampanan ng mga guro ang kanilang responsibilidad sa wastong pagturo sa mga estudyante.
