With regards to Northern Uganda, Bassiouni remarks that the ICC indictments against five senior members of the Lord’s Resistance Army (LRA), “was received negatively by some individuals involved in the Ugandan peace process,” who “have argued that it has undercut their efforts to advance peace initiatives.”2 The claim that the ICC’s intervention in Northern Uganda obstructs peace seems obvious.
