On 1863 Abraham Lincoln was the president of the United States and needed to make plans to reconstruct because the Union armies took over most of the South and states needed to restart. The proclamation allowed three main concerns. The first one was a full pardon for restoring property that was engaged in rebellion with highest Confederates and Military Leaders. The second concerns allows a new state government to form when 10% of eligible votes took an allegiance to United States. The third concern was Southern States had to break deals with freed slaves so that the slaves freedom wouldn't be taken away from them.
