INTRODUCTION
Nowadays, tourism is the world’s largest industry. Tourism is a major area of academics, government, industry and public concerns. The rapid pace of tourism growth and development, the nature of tourism and the corresponding absence of single agency responsibility for tourism – related development have often meant the public sector responses to the impacts of tourism on destination have been ad hoc, rather than predetermined strategy oriented towards to developing objectives.
Tourism Planning and development at all levels is essential for achieving successful tourism development and management. The experiences of many tourism areas in the world has demonstrated that, on a long-term basis, the planned approach to developing tourism can bring benefits without significant problem, and maintain satisfied tourist markets.. Places that have allowed tourism to develop without the benefit of planning are often suffering from environment and social problems. These uncontrolled tourism areas cannot effectively complete with planned tourist destination wherelse.
We are the fourth year students of Lyceum of the Philippines University Batangas taking up Bachelor of Science in International Travel and Tourism Management from 4B have a planned to develop an Eco-Park in the Municipality of Lemery, where we will construct recreational activities which are suitable for touth camps, families and also for the admitting tourist who are ventured in those outside activities.
The reason why we choose the Municipality of Lemery because we’ve seen a lot of expanded tourist destination that we can build here. Lemery is known for its agricultural and ecological industry.
As we build our project in Lemery, it will be named “Lemery Ecological and Recreational Park” that will serve as one of the tourist destination in Lemery. We Believe this Recreational and Ecological Park is emerging in response to these changing social needs. Proposing the natural beauty of the place we will develop the area by setting up an environmental friendly progress on it.
RELEVANT STUDIES
When talking about parks, it’s important to begin at the beginning, with the idea of nature. The park developed out of a world view that sets nature a culture in opposition to each other. We live in a world where we value nature by virtue of its ecological worth and not just its aesthetic appeal, where biodiversity, environmental justice, climate change, habitat protection, and sustainable economic development are both social and environmental needs. Today we think of the world as having limits and resources as finite. Many existing parks are currently experiencing difficulties in achieving their conservation aims, yet they remain an important option for maintaining and enhancing the conservation of biological diversity and ecosystem processes. Critics have claimed that many national parks cannot continue to protect the biological resources within their borders, and the sustainability of this area over the long term is in question. Parks, recreation facilities, and open spaces provide a multitude of benefits to both people and thee natural environment. Parks include small neighborhood and pocket parks, trails, greenways, water shorelines, large planned urban and regional parks, and forested areas within and surrounding cities. Recreation facilities take in playgrounds, ball fields, and activity areas. Open spaces can be as diverse as agricultural land, forests, gardens, arboretums and institutional grounds. The park exhibit differences in biomass and productivity of several orders of magnitude. Therefore, the network approach to analyses is valuable for identifying gradients across geographic regions, as well as differences between ecosystems set aside as refuges and those more open to human use.
The La Mesa Watershed and Eco-Park consists of the La Mesa Dam and an ecological nature reserve site in Quezon City commissioned in 1929 in the Philippines.[1] It is part of the Angat-Ipo-La Mesa water system, which supplies most of the water supply of Metro Manila. The La Mesa Dam is an earth dam whose reservoir can hold up to 50.5 million cubic meters and occupying an area of 27 square kilometres. The water collected in the reservoir is treated on-site by the Maynilad Water Services, and at the Balara Treatment Plantfurther south by the Manila Water. Both water companies are private concessionaires awarded by the Metropolitan Waterworks and Sewerage System, the government agency in charge of water supply. It is a vital link to the water requirements of 12 million residents of Metro Manila considering that 1.5 million litres of water pass through this reservoir every day. It is also the last forest of its size in the metropolis.
The La Mesa Ecopark provides healthful outdoor recreation and a true forest experience. It is a living classroom and laboratory for environmental education and aims to be a center for biodiversity conservation. Today, the park continues to be a popular destination for photography shoots, family outings and picnics, and educational field trips. In fact, it doubled visitor traffic - from getting 155,666 in 2005 to 281,846 in 2006. The Association of Tourism Officers of the Philippines (ATOP) in coordination with the Department of Tourism nominated the Project in August 2006 for their Best Tourism Practices Awards. In 2007, the Department of Tourism again nominated it as an official candidate for the prestigious Pacific Asia Travel Association (PATA) Awards, Environment Category.
The Bakhawan Eco-Park was created on 1990, the purpose of the reforestation project was to prevent floods and storm surges during bad weather in the local community. The reforestation project started with 50 hectares of reclaimed land in Barangay New Buswang created by the Kalibo Save The Mangroves Association (KASAMA), a non-government organization, with the help of the local government of Kalibo, Aklan and the Department of Environment and Natural Resources (DENR). The mangrove reforestation project did not only address the community’s flood problems but it also gave a means of livelihood for the local people in the area. The project was hailed as one of the exemplary forests managed in the whole of Asia and the Pacific by the United Nations Food and Agriculture Organization.
On January 22, 2014, the Provincial Capitol of Aklan, headed by the Economic Enterprise Development Department, planted 8,000 new mangrove propagules on a two-hectare area of the Eco-park. The mangrove-planting activity was aimed to minimize climate change and to replace the mangrove trees that were destroyed due toTyphoon Haiyan (Yolanda). Today, the Bakhawan Eco-Park is considered as one of the most popular tourist attractions in Kalibo. The centrepiece of the Eco-Park is a 1.3-kilometer bamboo trail that takes visitors deep into the mangrove forest. The park is an ideal destination for Eco-Tourism, it is home to different species of mangrove trees and it serves as a sanctuary for various types of birds and marine species. Other features in the park includes a watchtower, souvenir shop, canteen, massage area, charcoal briquetting, picnic huts and a Center for International Mangrove Studies.
ACCESS CONDITION TO ATTRACTIONS Around 112 kilometres south of Manila, Batangas City is located on the south western coast of Batangas Province. Neighbouring towns are San Pascual on the northwest, San Jose on the north, Ibaan on the northeast, and Lobo on the southeast. It has a total land area of 283 square kilometers and is composed of 105 barangays. Transportation in Batangas City is very accessible in all kinds of people who aspire to have a tour or familiarize themselves in the city proper. Jeepneys are usually used for transportation for the people of Batangas which is very affordable. Tricycles are also capable for residents. For those who are from provinces crossing the sea ferries are accessible too.
SITE VALIDATION Lemery is known for its home for Beaches. A quiet place that is suitable for that person who wants a relaxation. “it symbolize key because before entering to the paradise of GOD” Lemery is the one who is holding the key in heaven because we all know that GOD made first the natural environment and it was a complete package to experience the essence of nature by developing recreational tourism here. Lemery is 35 minutes away from the city proper. It is one of the 52 barangay of Batangas City which is not really developed and has been discovered by our tourist. By the project that we are making, we want Lemery be known as one of the attraction here in Batangas Province. Lemery is suitable for the next tourist attraction of the province with its natural inclination of our dearest nature. With its nature and beside the sea place the plan is really match with its site. Its river can be develop also as part of the plan can give a scenic view or picturesque attraction for those who admire a relaxing place.
IDENTIFICATION OF EXISTING ATTRACTION As one of the top province that has a numerous attractions that gives pride to our country .Batangas city has its own pride of attraction that outbound and inbound tourist love to go through. By its museums, churches, man-made attractions, and parks that really give an astonishing experience for the tourist. |more involve in the industrial way of life and be more realistic in the beauty of nature. Providing the botanical garden, fish pond ,camp |
|site, animal section, butterfly garden and anything that will fit to give life to the Eco park it is very essential to provide the essence |
|healthy life and gives trivia to the tours. We start Recreational activities to emerge an extraordinary experience to the residents of |
|lemery; playground, putting benches for them to spend their happy times. Learning area for the students and group naturalist learn the |
|economic and industrial relationship between the processing and earning money through nature. This is also an opportunity to give |
|employment to the resident of lemery and give tour to the tourists, and boost their naturally inclined tourism. This park is open for the |
|different kind of group tourist seeks to have an educational yet exciting experience with the nature. |

|With regards with our tour plan, we chose the municipality of Lemery because of its amazing attractions and the easy access. Since it is |
|known for the beautiful water sceneries, we would like to add some more attractions; Because we found out that there is no existing park |
|there that’s why our group pursues the said plan. And we’re hoping and aiming that it will be known for the entire city. |
|Brgy Palanas is located in Lemery and this is where we are going to build the eco-park. The area that we will be using is really far from |
|the pollution & noise of the city. It will be a relaxing & peaceful eco-park that everybody will surely enjoy. The importance of having a |
|tourist circuit is to increase the total number of visits to all the destinations on the circuit as well as provide tourist with a mix of |
|attractions and activities in a destinations. |

Primary focus of the EcoPark is for outdoor recreation and forest experience for students, families, environmentalist, and tourist. FINANCIAL AND ECONOMIC EVALUATION OF TOURISM DEVELOPMENT AND FACILITIES Tourism investment projects generally include the technical evaluation, financial evaluation, the evaluation of the national economy and social assessment and general evaluation, etc. Tourism investments financial evaluation is an important part of tourism investment project evaluation.
The financial matters of this development had been affordable and will be easily to accommodate by the bank loans and the estimation of costing and gives and allocate developmental needs. Economically, the proposed “Lemery Ecological and Recreational Park” has emerged to be one of the sources of tourism income in the area. Giving the chance to be existed it will surely boost to the economy of city and raise the tourism interest of the target market.
FINANCING OPTION FOR TOURISM DEVELOPMENT
Hence the land properties in Lemery, Batangas are private we had consulted one of the land property owner to be part of our development. Since the estimated cost of the park is P15,250,400.00 we will undergo bank loans in trusted banks(BPI,WORLDBANK,IMF) in the province. And dealing with the collateral agreements of sponsorship. [pic]
