Why Transparency? Due to many of the scandals that have arisen in recent years; Enron, AOL Time Warner, Adelphia Communications and other corporations according to Forbes (2002, Patsuris). Due to these scandals, the United States government stepped in and started making regulatory changes such as disclosure requirements and better detailed reporting of off-balance sheet financing. If any of these reports are found to be purposely misreported then penalties to the executives will be ensued. This why it is important for transparency to be a part of the IT governance. So, Sarbanes_Oxley (Sox) was adopted for all companies to comply with a standard (2007, Hermalin & Weisbach). III. ...deserves an even playing field. Social justice generally refers to the idea of creating a society or institution that is based on the principles of equality and solidarity, that understands and values human rights, and that recognizes the dignity of every human being. The term and modern concept of "social justice" was coined by the Jesuit Luigi Taparelli in 1840 based on the teachings of St. Thomas Aquinas and given further exposure in 1848 by Antonio Rosmini-Serbati. The idea was elaborated by the moral theologian John A. Ryan, who initiated the concept of a living wage. Father Coughlin also used the term in his publications in the 1930s and the 1940s. It is a part of Catholic social teaching, Social Gospel from Episcopalians and is one of the Four Pillars of the Green Party upheld by green parties worldwide. Social justice as a secular concept, distinct from religious teachings, emerged mainly in the late twentieth century, influenced primarily by philosopher John Rawls. Some tenets of social justice have been adopted by those on the left of the political spectrum. Social justice is based on the concepts of human rights and equality and involves a greater degree of economic egalitarianism through progressive taxation, income redistribution, or even property redistribution. These policies aim to achieve what developmental economists refer to as more equality of opportunity than may currently exist in some societies, and to manufacture equality of outcome in cases where incidental...

The contents of this paper reflect my own personal views and are not necessarily endorsed by the Naval War College or the Department of the Navy. Signature: s/ Samuel W. Bettwy 28 January 2013 _______________________________ John F. Sussilleaux, Professor INTRODUCTION It is generally recognized that future U.S. military operations will be multinational. As the Naval War College instructs: “There is no reason to believe American military forces will ever undertake a major operation alone without some other nations participating.”[i] As the Army states in its field manual on Training for Full Spectrum Operations, leaders must prepare to operate at the tactical level in operations involving multinational forces.[ii] And as Joint Publication 3-16 states, “US forces cannot assume that the predominant language will automatically be English”[iii] in coalition operations. Recognizing that multinational operations are the inevitable way of the future, the Department of Defense (DOD) acknowledges...

...Conflicting Federal and State Medical Marijuana Policies: A Threat to Cooperative Federalism Todd Grabarsky* Abstract The legal status of medical marijuana in the United States is something of a paradox. On one hand, federal government has placed a ban on the drug with no exceptions. On the other hand, over one-third of the states have that legalizes the cultivation, distribution, and consumption of the drug for medical purposes. As such, the usage of medical marijuana is an activity that is at the same time proscribed (by the federal government) and encouraged (by state governments through their systems of regulation and taxation). This Article seeks to shed light on this unprecedented nebulous zone of legality in which an activity is both legal and illegal, an issue that one scholar on the subject has deemed “one of the most important federalism disputes in a generation.” The issue has become heightened as two states have legalized marijuana for recreational (non-medical) purposes as a result of recent 2012 Election. This Article examines the issue from a federalism perspective. It begins by arguing that unpredictable enforcement by federal authorities in states that have legalized medical marijuana not only threatens state drug policy, but also the efficacy of federal enforcement. This argument is based on the premise that the federal drug ban exists as a cooperation between the states and the federal government. That the federal government relies on the assistance...
