After the Reconstruction Acts of 1867 was put into place, southern states were, in part, encouraged to adopt a new constitution, promote equal rights both civilly and politically, and to ratify the 14th Amendment. This did not set well with President Johnson. He sought to replace southern Republican generals with Democrats in order to hinder the effectiveness of these acts and his boldness against reconstruction increased after rumors of impeachment began to rise. President Johnson downfall was when he removed from office the Secretary of War Edwin M. Stanton, who approved of the reconstruction of the South.
