The research developed in response to a desire to increase numbers of scholarship applications from students and to streamline the selection and financial reconciliation processes at the research site. The literature search revealed these aims to be common among community college scholarship programs nationwide. Data was gathered through surveys, interviews, and observations. Data analysis suggests that passive information on the part of colleges, lack of student confidence in qualifications, and lack of student awareness of the differences in scholarship criteria are significant contributing factors leading to low rates of application. Data related to recipient selection processes show that committee training, the use of multiple reviewers, and the use of consistently-applied scoring rubrics increase selection efficiency. As I sought feedback following last week's release of the "2012 Racial and Gender Report Card: College Sport" by Central Florida's Institute for Diversity and Ethics in Sport -- the report excludes historically black colleges and universities -- which states that the current pool of Division I African-American head coaches (18.6 percent through the 2011-12 season) is at its lowest mark since the 1995-96 season, people weren't sure what, if anything, they should say. Multiple administrators passed on the opportunity. The NCAA wanted to see my questions, and then it wanted a pre-interview phone conversation before it ultimately emailed its responses. The coaches who talked on the record always ended our chats with the same concern: "I didn't say anything that will make me look bad, right?" This article may be read in three parts: the first part deals with the life and times of Lord Macaulay, and the second part presents Macaulay's Minute on Indian Education. The third part presents the objections raised against Macaulay's Minute by Prinsep, a Secretary who dealt with matters of education in the government then. This third part presents also the orders issued by William Bentinck, the then Governor General, that upheld Macaulay's Minute, and a discussion on the identity of views held by Ram Mohun Roy and Macaulay. I believe that Macaulay's Minute is better understood and appreciated if we have some understaning of the man who wrote it. Macaulay was an extra-ordinary administrator, master of English prose, and statesman. Remember Macaulay was writing his Minute nearly 175 years ago. 1. A BRIEF SOJOURN, AN ENDURING IMPACT Lord Macaulay (Thomas Babington Macaulay) was born on October 25, 1800, and died on December 28, 1859. He arrived in India (Madras) on 10th June 1834 as a member of the Supreme Council of India. William Bentinck was the then Governor General. He returned to England early 1838, and resumed his writing career there. Today, more than ever, I seek the same support as we navigate the Indian economy through a crisis that has enveloped the whole world and spared none. 3. I intend to keep my speech simple, straight forward and reasonably short. I. THE ECONOMY AND THE CHALLENGES 4. I shall begin by setting the context. Global economic growth slowed from 3.9 percent in 2011 to 3.2 percent in 2012. India is part of the global economy: our exports and imports amount to 43 percent of GDP and two-way external sector transactions have risen to 108 percent of GDP. We are not unaffected by what happens in the rest of the world and our economy too has slowed after 2010-11. In the current year, the CSO has estimated growth at 5 percent while the RBI has estimated growth at 5.5 percent. Whatever may be the final estimate, it will be below India’s potential growth rate of 8 percent. Getting back to that growth rate is the challenge that faces the country. 5. Let me say, however, there is no reason for gloom or pessimism. Even now, of the large countries of the world, only China and Indonesia are growing faster than India in 2012-13.
