He believed that more civilized states or places have great agricultural, or farming areas. Also, they would have to have a great, big army. And finally, taxes makes a society more civilized because the government makes a lot of money. The taxes ties within the food, which is very important. The higher the taxes a society has, the more foods they produce in their lands and trades.
