Edward Devonne Wiggins was interviewed on Friday, April 11, 2016, at approximately 2:30 p.m., at his residence located at 114 Freemason Street in Edenton, North Carolina, by North Carolina State Bureau of Investigation (NCSBI) Special Agent (SA) J. A. Bode. SA R. C. Cox was also present during the interview.

Wiggins was interviewed in reference to the homicide of Kelvin Eugene Singleton. Wiggins was believed to have information regarding Singleton’s whereabouts after he escaped from the Chowan County Detention Center.

Wiggins has known Singleton since 2004 or 2005. Wiggins knew Singleton because he was a good rapper.

Wiggins stated Singleton was living around Edenton and he was not sure if Singleton was from there.

Wiggins advised he heard from the neighborhood gossip that Singleton’s mother identified his body.

Wiggins did not know any information regarding dice games in the area.

Wiggins stated the customers at the store were talking about the dice game. Wiggins said the group was saying they saw Singleton at the dice game the same night he escaped from the detention center. Wiggins believes he was at the store on Tuesday or Wednesday, the week Singleton escaped, when he heard about the dice game. Wiggins was unable to describe the people in the group talking about the dice game. Wiggins stated he overheard the conversation and did not pay attention to the group.

Wiggins had no idea where Singleton would had went after he escaped.

Wiggins did not know who Singleton associates with.

SA Bode then reviewed his notes with Wiggins for accuracy. Wiggins stated the notes were correct.

SA Bode asked Wiggins if he had any further information to add to the interview regarding the investigation. Wiggins advised he did not have any further information. SA Bode advised Wiggin to contact him if he had any more information or heard anything regarding the
