The United States also imprisons more people on drug charges than all of Western Europe combined (Vicini, 2006). Like every other county jail, DuPage County jail is overcrowded due to the backlog of the court dockets. Alleged offenders must wait for their day in court and then be sentenced and transported to various prisons. Many of these offenders are non violent offenders, or are first time drug offenders (Vicini, 2006).
