CHAPTER 1
1.0 INTRODUCTION Technology is defined as any tool, device, program or system that when applied to work environment will increase productivity, creativity and efficiency. Technology is now a big part of our society. Our society depends on technology. It has replaced a lot of old technology that made tasks easier. Nowadays many people depends on technology. People use it for banks, restaurants, factories, offices, stores and even to hold databases of government information. People use technology to improve their ability to do work. Technology allows them to make more and better products. Generally, every new technology is a step forward for speed and productivity. And due to continuous advancement of technology, information system has develop. Information System is a combination of people, hardware, software, communication devices, network and data resources that processes data and information for a specific purpose. With the help of Information systems, enterprises and individuals are able to use computers to collect, store, process, analyze, and distribute information. Information system help to improve manual system where manual record keeping is more effort to keep track of paper documents. The information systems field involves the design, development, use, and management of organizational computer-based information systems to support and guide business and individual activities. An information system can be defined as any means of communicating knowledge from one source to another, and/or from one person to another. On the other hand, an information system is designed to provide the best possible information to its users. Information systems also typically refer to computerized methods of searching, storing and retrieving information. An information system is all about providing the most usable information needed, and is there to empower users and equip them with the tools to do their jobs most effectively. An information system offers a litany of benefits that help to make the process of managing information easier. An effective information system can have a major impact on corporate strategy and organizational success. This impact can benefit the organization, users of the information system, and any individual or group who will interact with the information system. An information system goes beyond just having an information source, like a database; it helps you access the information you need and use it in the most effective way. Such a system should be very complete, using all the data that a company needs, and enable fast action. Information system is now an essential need in individuals and companies for a better and organized system. Without information technology a lot of work will be still sluggish. And with both technology and information system it gives great impact in the world by making things easier. Record keeping is an aspect of information system. Some of the examples of types of information maintained in these systems would be accounting, financial, manufacturing, marketing, and human resources. An information system can serve as a library. When properly collected, organized its stored data becomes accessible to those who need the information. 1. BACKGROUND OF THE STUDY Barangay is a term coined for small administrative division in the Philippines, and it is also the native Filipino term for a village or district. A barangay is subdivided into small areas called purok. A barangay is led and governed by local officials that are elected. It is composed of a Punong Barangay or also known as Barangay Captain/Chairman and seven Barangay Councilors or also called Barangay Kagawad. Barangay Bunlo is a small barangay located in the municipality of Bocaue, Province of Bulacan. Bunlo’s barangay hall is situated along the Mac Arthur Highway. In addition, population of the barangay Bunlo is 5,253 and the current chairman of the barangay is Honorable Barangay Captain Robinson Del Rosario. The Barangay is in charge in giving services like issuing of barangay clearance, barangay business clearance, indigency certificate, community tax certificate and other local government transactions.. Barangay Bunlo still uses a manual record keeping and monitoring that gives them some problems. These are some problems in manual record keeping and monitoring. Slow retrieval of record. Manual record keeping is less organized. And lack of security since files is stored in logbooks it is freely available to anyone, if information falls into the wrong hands it can be manipulated the records that can cause problems.

2. SYSTEM OVERVIEW (Existing System) The system that the barangay currently use is a manual-based process for all the services it gives to its constituents. For the blotter they manually record the blotter files by using of log book. The barangay secretary is the one who is assigned for the assessment and the barangay secretary is also the one who are responsible for keeping the files and record. The blotter for women’s and children’s cases has a different log book for this special case. In requesting barangay business clearance and barangay clearance the constituent need to state the purpose of request, pay the necessary fees and the Barangay Treasurer will issue and record the official receipt in a log book and prepare the requested documents for the signature of the Barangay chairman and last the dry seal and releasing of the requested documents. And inn requesting for Community Tax Certificate the constituent must fill up the information sheet, affixing signature and thumb mark and pay the necessary fees to Barangay Treasurer and last receive the Community Tax Certificate.

3. OBJECTIVE OF THE STUDY

1. GENERAL OBJECTIVE To develop a record keeping and monitoring system for Barangay Bunlo. We aim to lessen the time it takes to record, search and retrieve the important files to make the job more efficient.

2. SPECIFIC OBJECTIVE The proposed system specifically aims to: • Create a user friendly system for the employees of the barangay • Provide a faster retrieval of records • Provide an organized record keeping system • Provide a secured record keeping system • To determine if the proposed system is economically, technically and operationally feasible.

4. SCOPE AND DELIMITATON

Through the data that our team gathered in the interview, we came up with a solution that will address the main problem of our client, Barangay Hall of Bunlo, Bocaue, Bulacan. The proposed system has a Log in window which the user can choose what is the user’s barangay position with password to limit the access on the record keeping and monitoring system for the safety purposes. And the system also has a Admin window which have the access to all users in the system. After the log in process the user will proceed to the main window of the system which consists of the following modules: Blotter Record Module consist of two submodules barangay blotter and Women’s desk. Barangay blotter submodule can search, add, update, and delete record for a common blotter and Women’s desk submodule is for the incidents involving women and children cases. Barangay Reports Module consist of three submodules namely Barangay Clearance, Business clearance, Cedula and Indingency Certificate. And last Settings module consist of three submodules namely About, Close and Change password.

All systems has its limits, in this case the proposed system the the proposed system has the following limitations: • No issuance of Official receipt

5. SIGNIFICANCE OF THE STUDY In this study, the proposed system will introduce technology to a small local community such as the barangay hall that is until today records and monitors by means of manual techniques or in a logbook form. And the listed following individuals below will benefit from the proposed computer system.

• Constituents – The constituents of the barangay Bunlo will benefit from this system, as they will have more reliable and faster operational or transaction methods.

• Barangay Employees – Barangay employee will greatly benefit from the proposed computer system. The barangay will have a safer and more manageable method to facilitate all information going in and out of the system.

• Future Researchers - Future researchers who have similar case studies may benefit from this study as they can get background information from the result, which may even serve as a template to modify their research.

• Proponents – We as the researcher we will benefit from this study not only improving our knowledge in designing computer systems but also understanding our community and its problems to solve and give a better idea for their system.
