In his article “Gun Control Is Constitutional” published in Gun Control, Western regional director of the Bell Campaign Charles L Blek Jr. insists that not only is gun control constitutional; that the Second Amendment was never intended to give everyone the right to own guns. He believes that the Second Amendment has been consistently misinterpreted by the NRA and supports his claims with the Supreme Court ruling in United States v Miller. Blek affirms that the right to bear arms was never intended to be for every person, but was meant to be for maintain a state militia. He states that the National Rifle Association’s constant omission is protected under the right of freedom of speech, in which he believes the First Amendment has its limitations.
