“A proposal is a tool for managing change” (Johnson-Sheehan, 2008). Grant proposals are a written presentation of a program plan in the human service field. This written document explains in detail the goals and objectives the organization has to address a certain type of social problem within a target population. In addition the grant proposal will identify the opportunities to be addressed within the problem. Grant proposals are composed of several portions such as:

Specific aims/background and significance/needs and problem statement
Target populations
Approaches and methods
Long- and short-term goals
Process, outcome, and impact objectives
Activity plans and scheduling (timeline)
Evaluation plan
Agency capacity and project management
Budget and budget justifications All of these elements are important to address what the organization would achieve with the funds awarded to them. The main purpose of this document is to apply for funds for the program that will aid a certain target population. In addition this document will have information such as goals, objectives, projected budget, projected activities and an evaluation plan (Yuen & Terao, 2003). Grant proposals and the plan program relates to each other as the plan provides the framework for the development of the grant proposal with ideas and objectives that involved both of them. The grant proposals are the documents (application) to obtain the funds need it to make those ideas, goals, plans and objectives developed to serve those people in the community that somehow need it to have a better life in today’s society.
