It is where most of my family either lives or comes from. To me East Austin was the best place on earth. In recent years, this portion of Austin has been completely transformed into something else. Where in the past mom and pop tire shops and restaurants have existed are now micro-breweries and indie art studios. Not only are businesses being affected, but so are the residents of East Austin. The property taxes of lower income Hispanic and Black families are being raised at such an astronomical rates that families are being bought out of their home for below market price and forced to leave their communities. Most families can only afford to move to South Austin; which has been known historically for a high crime rate. It is this kind of passive aggressive change to the city that is hurting the livelihood of its underprivileged citizens. It all began with the City Plan of 1928; a plan that essentially segregated individuals of color from the rest of the City of Austin. City ordinances like this one were common practices of cities in the South. This ban has been hotly debated, and there are many people who view it as beneficial and many others who see it as unnecessary and imposing. Either way the impacts of this policy are far-reaching in how it can affect customers, businesses, and the environment. In this paper, I will show the conflicting arguments in this ongoing debate, focusing on the bag ban implemented in Austin in early 2013. We will begin by looking at the two opposing sides to the argument. There are many groups of people who advocated for the implementation of a city ordinance banning single-use bags in Austin and who continue to support it. The Austin City Government, led by Mayor Lee Leffinwell, and the Austin Resource Recovery, formerly known as the Solid Waste Services (SWS) Department, were the main proponents who pushed the ordinance into effect. In addition, the Zero Waste Advisory Commission and the Environmental Board of Austin both performed a variety of analysis, which resulted in them viewing the bag ban as the best step forward in achieving Austin’s Zero Waste goals as part of the Austin Resource Recovery Master Plan (Gedert). This individual has acquired the title as "Father of Texas" and yet many people don't understand the impact and importance this man was, and still is, on the state of Texas. Stephen F. Austin was born on November 3, 1793. His father, Moses Austin and mother, Mary Brown, set high expectations for him since birth. Through the years, Austin traveled from place to place due to his Fathers work and acquired knowledge of his father's business, a mining operation. At the age of ten, Austin was driven to school and ultimately graduated from college. He had spent some time working for his father and spending some time in the military. Stephen was discharged from the military as a senior level sergeant upon completion of his term. During this time in Stephens life, his father, Moses, departed to San Antonio to petition for a land grant from the Spanish territory. The land grant gave authorization for 300 families with a total of 200,000 acres to be separated amongst themselves. Before completion of the land grant, Moses Austin passed away.
