Police departments are expected to perform efficiently, effectively and productively. This issue needs to be addressed immediately. The philosophical approach Captain Strong should take is to focus on the root of the program. She needs to figure out some measures to take in order to figure out what is causing the problem in order to solve the problem in a timely manner. In addition, she could maybe officer monthly luncheons or dinners for officers to get a chance to know one another in a more comfortable environment. Furthermore, she could possibly partner two officers up in one patrol car each shift so they could work together to get more work done in a timely manner without feeling overwhelmed.
