INTRODUCTION
This report examines the economic development of Star City County and the structure of the Star City Police Department. The purpose of this report is to illustrate the present deficiencies in the structure of the policing system, the need for reform, and a proposition for the decentralization of the police department.

Decentralization Needs
Star City Police Department currently serves the entire municipal population from a single location. The bottleneck created by having a single location service an entire municipality has resulted in high call response times and increasing political and media scrutiny. Officers frequently find themselves working in areas of Star City that they are unfamiliar with, which increases the response time to calls. Furthermore, officers might not be as motivated in unfamiliar areas. Many citizens feel less safe in Star City then they have in the past. The communication gap is caused because the citizens feel that the officers do not take action on community interests for their areas. The distance between officers and the community has also resulted in less than successful efforts with Community Orientated Policing, by which officers become familiar with the population of the area in which they work and establish ties with the community. Below is a list of problems that have occurred: * Serving the population through one department has created a bottleneck * Increasing response times and political scrutiny has resulted * Escalating notions of insecurity have occurred * Working in unfamiliar locations proved problematic * Decreasing community interest are present
The need to decentralize is ever present. The above issues should be considered, and the task of decentralizing the Star City Police Department should be highly prioritized. Although all crime cannot be eradicated,

Highly centralized companies tend to have more bureaucratic traits, while highly decentralized companies tend to appear more out of control.
