The author put this in this poem because he wanted it to make an impact and he wanted it to be very stern and very detailed because it will intrigue the reader.

The sentences are short and yes, the author does use punctuation to slow it down.

The sentence structure helps this piece because it is a poem and it helps it because it is sort of like the speaker is right in front of you and keeps talking but saying different things.
