मनुष्य का दुराचार ही व्यापक रूप धारण करके भ्रष्टाचार का स्थान ग्रहण कर लेता है । बुराइयों के समूह का नाम ही भ्रष्टाचार है, जो अंदर-ही-अंदर समाज को खोखला किए जा रहा है । भ्रष्टाचार वह दीमक है, जो राष्ट्र को खोखला कर देता है । जिस देश में भ्रष्टाचार का रोग फैल जाता है, उसका नैतिक पतन होने लगता है । दुर्भाग्य से भारत का आज यही हाल है । भारत भ्रष्टाचार के जाल में फँसा हुआ है, जिसकी जड़ें बहुत गहरी हैं । इसके पीछे कई शताब्दियों का इतिहास है । भ्रष्टाचार के अनेक कारण हैं - मनमानी करने वाली नौकरशाही, कभी भी पिंड न छोड़ने वाली गरीबी । इस देश की मिट्टी का सहज भोलापन और सादगी, चारों ओर फैली चरित्रहीनता के कारण खतरे में पड़ गया है ।

वास्तव में भ्रष्टाचार का जन्म प्रशासन एवं न्याय पद्धति में विलंब के कारण होता है । जिस व्यक्ति के पास साधन है, वह उचित-अनुचित कुछ भी कर सकता है । नकली दवाइयाँ बनाने वाले, खाने-पीने की चीज़ों में मिलावट करने वाले तथा चोरबाज़ारी का काम करने वालों के पास मानवता या आत्मा नाम की कोई चीज़ ही नहीं होती ।
