James Henderson Blount was born on September 12, 1837 in Georgia. He graduated

from the University of Georgia and studied law. In 1859, he fought for the Confederacy in the

Second Georgia battalion. He ended the war at the rank of Lieutenant.

James Blount was served in the House of Representatives representing Georgia from

1873-1893. He was a Southern democrat known as the “Redeemers”. This group of politicians

rose to power in the South and sought to redeem the South from the republican party who they

felt were getting corrupt. The party was known to be associated with groups such as the White

When the Harrison administration ended, the state of Hawaii’s annexation was almost

complete. Blount befriended the new president, Grover Cleveland, a fellow Democrat. Cleveland

made Blount a special commissioner and told him to to investigate Hawaii. In Hawaii Blout saw

that not only was the annexation of Hawaii unfavorable of the United States but the overthrow

In the report, Blount gave his testimony on his time in Hawaii. When Blount was

indifferent to both sides; the royalists, who wanted the crown and the annexationist, who wanted

to be annexed by the United States. Blount received his information via interviews. The people

he interviewed feared that the information that they gave would be used against them. To
