The Health Insurance Portability and Accountability Act (HIPAA) of 1996 was enacted with the primary goal of establishing a means of protection for patients’ medical records, while simultaneously allowing for continuity of care between health care providers and health care facilities (United States Department of Health and Human Services, n.d.). Allowing a protected flow of health care communication is necessary in order to provide high quality health care for patients. The HIPAA Privacy Rule creates a national standard of protection and privacy for all patients and their health care information.
