Herotodus gives a summary of three different forms of government in the Histories. Three men debate whether democracy, oligarchy, or monarchy, will best suit a society, now that the king Cambyses is dead. Otane, one of the three men, believes a democracy will be more favourable to a society, as it allows power and freedom for all people. Democracy would permit individuals in the society to have control, rather than being commanded by the elite. In ancient Greece, the elite had superior wealth and power over the people.
