Herotodus gives a summary of three different forms of government in the Histories. Three men debate whether democracy, oligarchy, or monarchy, will best suit a society, now that the king Cambyses is dead. Otane, one of the three men, believes a democracy will be more favourable to a society, as it allows power and freedom for all people.
