History
The chronological development of the DIMHRS BFM, Version 1.3 follows:

October 1992: OUSD(P&R) began an analysis of source data collection system functionality. The following systems were analyzed: BLMPS/PC-III (Air Force); SIDPERS-3 and RCAS (Army); MCTFS (Marine Corps); and RSTARS (MP) and SDS (Navy).

June 1993: The results of this analysis were released to the Services for review. Based on Service input, Change 1 – Source Data Collection Report (SDC) was released in September 1993.

May 1995: The SDC Report, updated to include headquarters functionality, was released for Service review. Based on Service input, the Military Personnel Management Functional Requirements Definition Report was published in December 1995.

July 1995: OUSD(P&R) established the Joint Working Group (JWG) for Military Personnel Management and introduced the concept of integrated Military Personnel and Pay.

August 1996: The JWG began defining functional requirements and performance characteristics for standards compliant military personnel management from field level data collection to headquarters database management that meets Service-specific requirements for all components, as well as OSD-defined requirements. This effort resulted in the February 1997 release of the Draft Function, Process, & Activity (FP&A) Report. THE FP&A was updated based on Service and DFAS comments. It was again provided for Service and DFAS review in May 1997.

November 1997: The Joint Requirements and Integration Office (JR&IO) JR&IO Baseline Functional Matrix (BFM) Team began compiling the Baseline Functional Matrix. The Draft DIMHRS BFM, Version 1.1 was released for Service and DFAS review and update in June 1998.

June 1998: The Draft Military Personnel and Pay Management Enterprise Function, Process, and Activity (FP&A) Report was updated to include changes from a JR&IO “CINC/Joint Staff Workshop on Personnel Visibility” and recent legislative changes, as well as updates from the ongoing requirements definition process. The following process was added: F6141.11 Issue Unit Controlled Cards.

February 1999: The Draft DIMHRS BFM, Version 1.2 was released for Joint Integration Group comment and coordination. The Draft BFM, Version 1.2 incorporated the Service Component and DFAS updates to the Draft BFM, Version 1.1 and the June 1998 updates to the FP&A.

July 1999: The Draft Military Personnel and Pay Management Enterprise Function, Process, and Activity (FP&A) Report was updated following analysis of submitted changes.

July 1999: The DIMHRS BFM, Version 1.3 was updated following analysis of submitted changes.

October 1999: The Draft Military Personnel and Pay Management Enterprise Function, Process, and Activity (FP&A) Report was released. Changes reflect Service and DFAS comments to draft versions of the BFM, as well as updates from the ongoing requirements definition process. The following processes were added: F332.04 Manage In-Theater Overage Personnel, F334.08 Manage Member’s Geographic Location (GEOLOC) Information, and F6112.07 Manage Reviews of a Member’s Official Personnel Information.

October 1999: The DIMHRS BFM, Version 1.3 was released. It includes the Service Component and DFAS updates to the Draft BFM, Version 1.2 and the October 1999 FP&A updates.

March 2001: The PeopleSoft product was selected through full and open competition as the Commercial Off-The Shelf (COTS) basis for DIMHRS (Pers/Pay).

October 2006: Secretary of the Navy directed to prepare a report on the Marine Corp Total Force System (MCTFS), including an analysis of alternatives to MCTFS, which compared the costs of deploying and operating MCTFS within the Navy and the cost of including Navy in the Defense Integrated Military Human Resource System (DIMHRS) development. GAO conducted a review of the Navy’s report and provided formal documentation to both the Defense Committees and the Chairman of the Defense Business Systems Management Committee (DBSMC).

July 2007 GAO conducted a review of the Navy’s report and concluded, “…the analyses are based on flawed estimates and an insufficient architecture.” GAO recommended that MCTFS would not be in the best interest of DoD.

September 2007: Based on the GAO review, the Deputy Secretary of Defense, as Chairman of the DBMSC, reported his findings to the Congressional Committees in late September 2007. In his report the Deputy concluded that it would be in the best interest of the DOD and the DON to join the other services in migrating to DIMHRS. The DoN was directed to establish a DIMHRS Program Office.

January 2009: Critical Program Breech announced, DOD suspends DIMHRS Program to conduct a Business Case Analysis to determine future of program.

September 2009: Acquisition Decision Memorandum directs each Service to leverage DIMHRS Core Information Technology (IT) Investment to develop, build out, and deploy required personnel and pay capabilities using DIMHRS Core IT investment to the maximum extent practical.

February 2010 The DoD cancelled the program, after 10 years and $850 million. (DoD: Integrated pay system is not total loss, 15 March 2010, Air Force Times)

October 2010: Under Secretary of the Navy issues memorandum for the Vice Chief of Naval Operations, Future Pay Personnel System (FPPS) Way Ahead, establishing FPPS at pre-Milestone A.
