A warrant is a document that is issued by a legal official allowing the police to make an arrest, search belongings, areas, or carry out some other action relating to the administration of justice. It is illegal to search without a warrant. A warrant needs to be signed by a judge to be authorized. If a warrant is not present, the search is not allowed. In order to get a warrant authorized, there needs to be a probable reason that a search is needed. The warrant must be signed only by judges or magistrates. There are many different types of warrants. For example, there are No- Knock Warrants; when the police is given permission to just open the door of a residence. Another type of warrant is a Knock- And- Announce rule where they must announce their presence after they knock. Creating a fake warrant is illegal and it is a crime to forge a judge’s signature. In order to get arrested for possession of drugs or something illegal, there has to be a warrant present if there was a search. Searches are only allowed with a warrant. ...On October 2nd, 2015 at approximately 3:00am. I, Investigator James Poffel was contacted by dispatch informing me to call Officer Galin Shultz in reference to a child sexual assault call he was out on. I called Officer Shultz and he told me he was dispatched to Eastar Hospital in reference to a sexual assault of a child. Once there he spoke with Registered Nurse, Emily Brown. He understood Ms. Brown told him the three year old victim was brought to the emergency room with rectal bleeding. Ms. Brown did confirm that the three year olds rectum was in fact bleeding. Officer Shultz then spoke with the mother of the victim, Lakesha Bloomer. Ms. Bloomer is the mother of the victim, Zi’reon Perry. Ms. Bloomer informed Officer Shultz she came home from work at approximately 12:00 a.m. on October 2nd, 2015. Ms. Bloomer went to change Zi’reon’s diaper, but he kept moving around and saying he was hurting. Ms. Bloomer attempted to calm Zi’reon down and talk him into letting her change his diaper. Ms. Bloomer told Officer Shultz, Zi’reon told her “Budda stuck wienies in my booty.” Ms. Bloomer said she went and talked to her grandmother, Patsy Walker, to see if there was anything that happened while she was at work. Ms. Walker said she has been watching Zi’reon, “Budda”, and her two year old grandson while Ms. Bloomer was at work, but that Ms. Walker left to grab a few items at Wal-Mart. ...I first began college in 1997, while serving on active duty in the U.S. Navy. I did not completed my degree until May of 2015. While serving on active duty, I changed duty stations often. I decided not to continue with my college studies due to my being stationed on a ship, because I would often be deployed many times during the semester. Once I was discharged from the military in 1999, I did not to go back to school until 2003. By that time I was a single mother of a child who suffered from chronic asthma and seizures. I later gave birth to two more children one in 2005 and the last one in 2007. My son who was born in 2005 suffers from ODD, and Intermittent Explosive Disorder. I, too suffered with multiple health conditions as a result of my military service. My daughter has spent most of her childhood in hospitals as a result of both of her medical conditions. My oldest son, also required a lot of medical attention and therapeutic services as well. I required as well as my children countless medical appointments and surgeries for my disabilities. I was enrolled in college, I maintained full-time employment when permitted, and I was a full time mother. I would often have to withdraw from courses, or ended up failing courses to tend to the medical needs of either myself or my children.
