If I’m correct, I think the purpose of this article was to bring light to the issues/discrimination women were dealing with. She does this by presuming a world where women are the dominant gender in society rather than men. The title says it all as well, “If Men Were Seeking the Franchise”..... Or the right to vote. Addams further mocks males and their selfish practices. I say this because she talks about war and how sometimes the dominant male culture has always had an interest with war & spending money on things that could have been used for other things like education.
