Executive Summary
Now a day’s industrial police is a burning question in today’s business organizations. As Bangladesh is a developing country. Its economy is highly dependent on current and potential industries. But some industrial disputes and collusion had taken these industries to the border of destruction. In October 31, 2011 government has declared the journey of industrial police. Its main duty is to maintain peace in the industry. But it has some special duties and special authorities, which are different from other polices of our country. This paramilitary force is a very useful gift to the Bangladesh industry. So from different aspect, industrial police plays a very important role for our country. So we prepared this report on “Industrial Police of Bangladesh”.

Origin of the Report
In accordance with business organizations business educations has taken a new form. In here every education is meaningless if it is not implemented in practical field. That is why, at the end of the course a report is given to us to enrich our experience and practical knowledge about that course. That is why report on “Industrial Police of Bangladesh” was given to us in respect of our course “Business and Industrial Law”.

Introduction
Polices devoted to maintain the environment of the industry and enforce the law regarding industrial sector is called Industrial Police. For a developing country like Bangladesh industries are playing a very important role. Our nation’s economy is largely dependent on our industrial market. But disobedience of law, occurrences of industrial disputes has putted this sector in a great threat. To regain this most important sector of Bangladesh there was no alternative to Industrial police. That is why, Bangladesh government decided to launch industrial police in our most important industrial sectors. At present government launched it as a part of Bangladesh police but a different person of different level is describing it in different sense. Some says in support of it and some are against it. But it must be said that launching industrial police was a great attempt of Bangladesh government. It is now starting its journey in four major industrial sectors of Bangladesh. The authority and duty of industrial police is increasing day by day. Similarly, the importance of industrial police is increasing in the whole world.

Objective of the Report
Every work has some distinctive objectives. We also started the preparation of this report with some important and distinct objective to fulfill.
As objective is the main over looking part of a report, we set the following objects that will likely be a reflection of our report to understand. 1. To know about Industrial police 2. To know the industrial situation of our country 3. To explore the role and attribute of industrial police in the industrial sector. 4. To know the real importance of industrial police in our country. 5. To analyze the perceptions of different people and analyze the potentiality of Industrial Police.

Methodology of the Report
A well designed work always deserves appraisal and greetings. Every work is needed to have a standard methodology to make it quite successful.

Limitation of the Report
While preparing this report we faced some common hindrances as every work has some limitation. Our main problems were- * Lack of proper information which is strongly needed for prepare our report. * Lack of proper journal. * Lack of proper knowledge about Industrial Police * Lack of opportunity of getting practical knowledge from this area. * Lack of sufficient experiences.

What is Industrial Police?
From the word ‘Industrial Police’ we can understand that industrial police is a group of force or part of police, who were employed to keep the peace of industry and keeping the rights of labor and owners. They are a group of police force who were taught the industrial laws and train to restrain the peace of the industry in a fair means.

Origin of the Industrial police
The continuous dispute of 2010-11 between the labor force and the industry owners had putted the industries of Bangladesh in a great threat. Collusion among labor people and police, destruction of several factories has alienated the foreign investors to invest in our country. Even if our country provides least production cost in each industrial product, but investors were afraid of collusions and taking risk of their investment. That is why there was a great economic fall down in the industry. Government also found that, it was always too late for general polices to reach to the spot and treat both parties rightfully to stop the collusion. That is why, * To gain the faith of foreign investors. * To reduce the dispute before it occurs. * To stop outsiders participation in collusion. * To treat both owners and labors according to their right. And * To find out the reasons of dispute and eliminate it before occurring.
Prime Minister Sheikh Hasina launched the journey industrial Police on October 31, 2010 from Dhaka city. On the inauguration day the employed 1580 police as industrial police on three industrial sector- Dhaka Ashulia, Gazipur and Chittagong. It was also decided that they will be joined by more 1410 police and will be employed to restrain the situation of four industrialhubs, like- Dhaka, Chittagong, Gazipur and Narayanganj primarily. The selected people among them were taken to a 10 days program to learn about industrial laws and tactics of maintaining the peace and resist industrial dispute. The training was inaugurated by Home Minister Sahara Khatun on October 10.It was also decided that, after the complication of training they will be recruited to train their other fellows.

Structure of Industrial Police
As recited the industrial police consist of 2990 general police man and it is employed in four major industrial places of Bangladesh and they are-

1. Dhaka 2. Chittagong 3. Narayanganj 4. Gazipur
It is also decided that, the Industrial police will be included in other industrial sectors of Bangladesh in later.

If we come to the organizational structure of industrial police then we can see that Bangladesh Industrial Police is still a part of Bangladesh police. So, at the peak of the organizational structure of industrial police still remains the Inspector General of the Bangladesh Police (IGP) Mr. Hassan Mahmood Khandker. After that there comes the Director General of the Industrial Police Mr. Abdus Salam. The total organizational structure of industrial police (we found by analyzing the data) is given below-

Each element of the chart has different role in different sector. The bracketed structures are repeatedly used in each sector. This means each sectors has distinct personnel like that. The general posts of industrial Police are not quoted in the chart.

Importance of Industrial Police
There are no doubt remains in accepting the importance of industrial sectors of Bangladesh. There are so many industries such as- Jute industry, Ship Building Industry, Medicine industry, Electronics industry, Garments Industry, Poultry Industry etc. As Bangladesh is a over populated country, that is why labor cost in our country is very low. This feature of Bangladesh’s industries attracts so many foreign investor. But several wanted and unwanted industrial dispute has putted this potential sector of Bangladesh at a great risk. Besides, disagreement among industry owners and labors is putting them in a great collusion. Not only these but also it is time consuming for industrial polices to reach at the spot and solve it and post analyze the whole case and treat each group according to their rights.
By discussion we found these importances of industrial police- 1. To enforce the law related to labor Code-2006 & Industrial law. 2. To keep the rights of both labors and owners. 3. Eliminate any disagreement between union, labor or employer before it occurs. 4. Investigating any case, caused the industries to a dispute 5. Bangladesh’s economy largely depends on industrial sector. 6. For creating different path of employment. 7. For achieving the faith of foreign investors. 8. For accelerating the growth of industrial sector. 9. For keeping peace in industry. 10. To keep a whole new paramilitary force devoted to industries of Bangladesh.

Duties of Industrial Police
The industrial police have several duties regarding our industries. For describing the duty of industrial police PM Sheikh Hasina Quoted "The duty of the force will be to provide security to both the owners and the workers." She pointed that the main goal of industrial police is to maintain the peace of the industry through ensuring the proper rights of the labor and owners. Several duties of industrial police is given below- 1. First and foremost duty is to maintain peace in the industry. 2. Knowing the laws of Labor Code-2006 and Industrial Law and ensuring the proper implement of it. 3. Keeping the proper rights of both worker and the employer. 4. Diminish any disagreement among them before arising it. 5. Solving every dispute on the spot. 6. Deeply investigating in any case and give proper punishment to the right person. 7. To keep eye on the industry for all the time, lest any dispute occurs. 8.

Authority of Industrial Police
To restrain the peace in the industry government has given several powers to the industrial police. Several authorities of industrial police is given below- * They are being taught by the government about several laws regarding industry, so that they can enforce any party the worker or the buyer to implement it. * They can get access to any information regarding laws and rights of both parties from any industrial organization. * They can interfere in any disagreement among labor union, worker or employer to keep peace in the society. * They have proper right to treat every party of the society to treat them according to their rights and laws. * The higher authority of industrial police can perform the role of a court only for minor cases.

Present Situation of Industrial Police
The present situation of industrial police is not that definable. After the inauguration of industrial police, they are a paramilitary force of police force. They are still attending the training session by the trainers. They haven’t been employed themselves to the practical field. Government hasn’t constituted any law regarding them. And their uniform is not finalized too. May be they were recruited in four major industrial places but no distinct response was given by them in the industrial sector. Their appearance may change the scenario of industries. But they weren’t that active in the practical field.

Lacks of Industrial Police
As a new devoted force of industrial sector there are several lacks of industrial police. There lacking are given below- * No distinct law has been made for them. * Their man power is in sufficient. * Lack of specialized training. * No distinct uniform has been made for them. * Their authority in the industry is not quoted clearly. * They can be misused by industry owners.

Perception
Different people have different perception regarding industrial police of Bangladesh. Different perception of different people regarding industrial police is given below- * Government: Government sees the launching of industrial police as a great attempt to develop the industrial sector of Bangladesh. They think that, it is insufficient and tough for general police to maintain peace in industry. Sometime it is too late for polices to reach at the spot. For an uninterrupted development of industrial sector industrial police is necessary.

* Economist: Economists also support the launch of industrial police. They think recent collusions in industry have putted it in a great threat. To regain the faith of the investors and keeping the growth of the industry, industrial police is important.

* Labor leaders: Bangladesh’s key labour leaders have asked the government of Prime Minister Sheikh Hasina to drop its plan to create an industrial police force saying it could be used to suppress workers’ democratic rights. They expressed the fears that the industrial police force would be used, especially to suppress the rights of the apparel industry workers. They also felt that it would serve no good purpose as it could be used as a shield by the apparel factory owners. Labour leaders told that the proposed industrial police would increase, rather than cut down labour unrests in Bangladesh. Garment Workers’ Trade Union[14] Centre adviser Manzurul Ahsan Khan said that the labour unrest cannot be solved applying force. He said that the government should first establish the apparel workers right to trade union.

* Labor: The garments workers also have a morally compelling argument in their favor-perhaps more that is morally superior to the claims of industrialists since it hinges on a version of claim to subversion of worker’s human rights. There is widespread evidence of corporate exploitation of workers, overly long work hours and compensation that categorically does not match the surplus profits generated from their industry. Furthermore, with real estate and food prices sky-rocketing garment workers have a legitimate claim to higher compensation, perhaps even higher than the accepted rate of 3000 taka. In their turn, asset owners have a righteous argument that if the government raises wages too high, most firms will be priced out by the larger garments firms. In other words, such a move would quench competition.

* General People: There are two types of perception of general people. Some people think that launching industrial police is a cruel step of government against protesters of labor rights. They must meeting and coordinate with the trade unions before launching it. They think it is another way to break the right of those poor people.

On the other hand, some people think that, this industrial police will be great incentives to the industrial sector. They will not only protect the protesters but also keep the right of the employer and worker. We should keep faith in them.

World Scenario of Industrial police
By time the industrial situation of the whole world has taken a new level. To save or protect the industries different countries have released industrial polices in different name. For example we can recite the name of our neighbor country Pakistan. It has Industrial Police Liaison Committee. There is industrial police in the name of coal and iron police in America. Similarly, to save different industries of different countries different types of police have been launched such as- 1. Tourism Police for Tourism Industry 2. Coal and Iron Police for mineral industry 3. Industrial police and liaison committee of Pakistan. 4. Port police to maintain the task of ports etc.
But the main fact is that, not all the paramilitary forces of our world is successful in developing that industry. Such as there was collusion between workers of coal workers and coal and iron police for their corruption and restrictions.
On the other hand launching of industrial police in Pakistan has revived the fallen industry of them. So, to cope up with industrial revolution and to make success, proper utilization of these paramilitary forces are needed.

Our Findings

By analyzing the whole report we can find that- * Industrial police is established for ensuring peace and proper implement of law in the industry. * It is still a paramilitary police force. * It has not enough manpower. * They are specialized in law regarding industry maintaining industrial dispute. * It plays a great role in regaining and accelerating the development of current industry. *

Conclusion
With the establishment of the Industrial police, it will be easier to tackle workers unrest as the force will gather prior information about possible unrest from factories particularly garment factories and identify the causes of unrest. The newly formed Industrial police will rush to any troubled area and take rapid step to tackle the situation whereas the regular police usually take time to reach the troubled areas and control the unpleasant situation. The Government should also have to consider the workers point of view. The industrial police force may also be the reason for labor unrest in Bangladesh. But it should be said that if there is no risk there is no gain. So we should hope and build industrial police for the good sake of Bangladesh industry.

RMG sector accounts for 76% of our total annual foreign exchange earnings. Once, Jute was the only foreign exchange earning item. But the golden age of Jute is now over. At present, the RMG is our only dependable export item. The textile sector has emerged as a backward sector to this RMG sector. Until early sixties, individual tailors made garments as per specifications provided by individual customers who supplied the fabrics. The domestic market for readymade garment, excepting children wears and men's knit underwear (genji) was virtually non-existent in Bangladesh until the sixties. Since the late 1970s, the RMG industry started developing in Bangladesh primarily as an export-oriented industry although, the domestic market for RMG has been increasing fast due to increase in personal disposable income and change in life style. The sector rapidly attained high importance in terms of employment, foreign exchange earnings and its contribution to GDP. In 1999, the industry employed directly more than 1.4 million workers, about 80% of whom were female. With the growth of RMG industry, linkage industries supplying fabrics, yarns, accessories, packaging materials, etc. have also expanded. In addition, demand for services like transportation, banking, shipping and insurance has increased. All these have created additional employment. The total indirect employment created by the RMG industry in Bangladesh is estimated to be some 200,000 workers.
