...Introduction United States legislative changes, such as those described by federal laws such as Individuals with Disabilities Education Improvement Act (IDEIA) reauthorized in 2004 (Pub. L. No. 108-466) and the No Child Left Behind (NCLB) Act of 2001 (Pub. L. No. 107–110), require that students with increasingly diverse learning characteristics have access to and achieve high academic performance in the general education curriculum. The changing demographics of the United States have also played a role in diverse learning characteristics of the American learners in classrooms today. With an educational system that serves approximately 76,355,000 students, 30,982,000 or 40.58% are of an ethnically diverse background and 5% of school age children have a disability (U.S. Census Bureau, 2008). These changing legal requirements and student demographics in United States educational systems combine pointing to the need for increased collaborative planning and teaching among school personnel attempting to comply with these legal mandates to serve all students fairly and equitably in general education classrooms. This day has been a culmination of many challenges faced head on. Many short and long term goals planned and accomplished. All of which has brought them here to this day. Full of excitement, hope, anxiousness, fear and doubt and expecting to feel all of those emotions and probably some more. Feelings of excitement for finally fulfilling a lifelong dream. Anxious and wondering if they made the right choice but most of all, will they be able to find that spark that will inspire their students. Short-Term Goals Personally, I have always found it to be helpful to have a plan or a set of goals for everything that I have wanted or tried to accomplish. It has been said that I am a bit on the obsessive and compulsive side of organization. I also find it difficult to go through a day without creating some sort of list. Whether it is a to-do list or a list of what I need to pick up as I dash in and out of the grocery store on the way home. I feel quite confident that I can expect that I will approach teaching the same way. As a teacher having a goal to reach for would be especially important. INTRODUCTION The distinguished Management educator, Ed Lawler, in an article looking back at the dot-com era and its implications for the future of Compensation Administration concludes that this era "accelerated an inevitable move from focusing on paying individuals for the job they do to paying individuals for the skills knowledge and competencies they have."1 This is not the only article that states that paying for the person would replace paying for the job in the future. There was a whole rash of articles in the late 1980's to the mid 1990's that carried the same theme. It is significant that since then there has not been more attention paid to this idea. Competency pay is a fancy term given to the idea of paying for the person rather than the job. In fact, very few compensation plans pay for only one thing. As discussed in the first chapter of this text, pay can be based upon the job, the person or their performance, and most systems are combinations of all three. The real questions are which one will be the base platform for the other two and what weight will each have in the decision of how much to pay the individual.
