Abstract
This research was focused on the utilization of leadership within law enforcement agencies and more specifically correctional facilities. Information related to leadership was gathered from different forms of media to include online sources as well as written text. The information utilized focused on several key areas of leadership. These areas were further investigated in an effort to better describe leadership methods that can be deployed within a correctional facility with the intent of increasing productivity and staff satisfaction. These key areas included exploring the difference between being a supervisor and a leader, expectations of both leaders and followers, setting the example, creating a common goal, empowering others, rewarding accomplishments as well as providing leadership succession planning for the organization. The results of this research showed that leadership is vital to the success of correctional facilities and that the time and expense required in developing leaders will result in a better operating facility.

Dictionary.com defines leadership as “the position or function of a leader, a person who guides or directs a group; ability to lead; an act or instance of leading; guidance; direction; the leader of a group” (Dictionary.com, 2014). For the purposes of this paper the definition provided by Dictionary.com is inadequate and fails to capture the soul of a true leader. According to Peak (2012), leadership within a criminal justice organization is defined as “the process of influencing organizational members to use their energies willingly and appropriately to facilitate the achievement of the agency’s goals” (pp. 37-38). The two facilities I chose are the Van Nuys Jail, the largest local jail in my neighborhood and San Quentin State Prison. Van Nuys is a pretty standard jail; it’s not used for any specific types of inmates, but mostly houses inmates that are awaiting their court date or transport to a county jail. San Quentin State Prison has multiple custodial levels within its wall comprised of a maximum security cell block, a medium security dorm setting and a minimum security firehouse. San Quentin State Prison is also the only facility in California to house a gas chamber and death row (California Department of Corrections and Rehabilitations, n.d.). The most notable difference between the jail and prison I have chosen lie in size, mission and scope. The Van Nuys Jail is the equivalent in security to a minimum-custody facility. Inmates are only held here until they are released on their own recognizance, post bail or are taken to court for their arraignment (Shouse California Law Group, n.d.). The Pennsylvania penal system, originating in 1682 under the leadership of William Penn, was the first state prison system to suggest the replacement of torture and mutilation as punishment for crimes with hard labor in houses of correction. Penn's intentions were not systematically executed when his penal code of 1682 was repealed. As a result, labor in penal institutions was practically non-existent in Pennsylvania during the Colonial Period. However, Penn's efforts were not futile as the penal code outlined in 1682 left a mark on the laws of Pennsylvania, and the evolution of prison labor across the nation. In 1773, the Walnut Street Jail was constructed in Philadelphia. During the early years of the Walnut Street Jail, Penn's order to establish workhouses was revived. Around twenty percent of the new commitments each year are parole violators and a large majority are non-violent offenders.
