They are ways for individuals to try be dishonest and thinking they are getting away with the unethical situations, but with the strict rules and regulations in place they will get caught fast. Given PCAOB oversight of accounting firms and the AICPA code of conduct, discuss whether or not you believe that public accounting firms can successfully manipulate audit work papers and records of clients engaged in fraudulent activity. The PCAOB and AICPA has done a good job on the code of conduct but it doesn’t completely stop all fraudulent activity. I believe in my opinion you are still going to have fraudulent activity going on as long this world has business transaction taking place. I do agree that public accounting firm can successfully manipulate audit work papers and records if a client is doing fraudulent activity. The question always remain when will the fraudulent activity stop. The answer is never because as long we have businesses someone go to the dark side and do dishonest things. Since the SOX and creation of PCAOB and AICPA the activity has been a small amount and not as large as Enron and World Com. Also the number of auditors getting in trouble are in small amounts of activities. Even though...

Compilation of Financial Statements

...Establishing an Understanding .02 The accountant should establish an understanding with management regarding the services to be performed for compilation engagements1 and should document the understanding through a written communication with management. Such an understanding reduces the risks that either the accountant or management may misinterpret the needs or expectations of the other party. For example, it reduces the risk that management may inappropriately rely on the accountant to protect the entity against certain risks or to perform certain functions that are management's responsibility. The accountant should ensure that the understanding includes the objectives of the engagement, management's responsibilities, the accountant's responsibilities, and the limitations of the engagement. In some cases, the accountant may establish such understanding with those charged with governance. .03 An understanding with management and, if applicable, those charged with governance, regarding a compilation of financial statements should include the following matters: • The objective of a compilation is to assist management in presenting financial information in the form of financial statements. • The accountant utilizes information that is the representation of management (owners) without undertaking to obtain or...

...Project in an effort to make U.S. Generally Accepted Audited Standards (GAAS) easier to read, understand, and apply. The Clarity Project includes the goal of working toward convergence of U.S. auditing standards with International Standards on Auditing (ISA). This convergence project is attempting to make auditing standards coordinated or comparable throughout the world. Additionally, the Public Company Accounting Oversight Board (PCAOB) adopted a suite of eight auditing standards related to the auditor’s assessment of, and response to, risk in an audit. The eight new risk assessment standards address the audit procedures from the initial planning stages through the final evaluation of audit procedures and results. As a result, the PCAOB auditing standards and ISAs have more similarities than ever before. 2. Describe the five key differences between ISA’s and US Auditing Standards. Even so, there are still some differences between ISA’s and U.S. Auditing Standards. The five key differences between ISA’s and US Auditing Standards are: documentation of audit procedures; going-concern considerations; assessing and reporting on internal control over financial reporting; risk-assessment and responses to assessed risks; and the use of another auditor for part of an audit. The first key difference is that the documentation of U.S. auditing standards and ISAs differ: AICPA auditing standards and PCAOB auditing standards are more prescriptive than ISAs, which are perceived as relying...

Disclosure of the Engagement Partner in the Audit Report an International Perspective on the Pcaob Proposal

...D I T I N G Disclosure of the Engagement Partner in the Audit Report An International Perspective on the PCAOB Proposal By Jason Bergner and Ling Lin n December 4, 2013, the PCAOB conducted an open meeting to reconsider its proposal to require the disclosure of the engagement partner (and certain other participants) in the audit report, as part of its efforts to improve transparency. The PCAOB is carefully considering the likely costs and benefits of this requirement before making a final decision (http://pcaobus.org/News/Speech/Pages/120 42013_Harris_Transparency.aspx). The authors present arguments for and against requiring audit partner disclosure and summarize the current practice and empirical findings in foreign jurisdictions, such as the EU and China. While the debate for the past five years has been an argument about the possible costs and benefits of a signature or disclosure requirement, the authors believe that the movement of the international community toward adopting common standards may eventually warrant a similar U.S. approach. O Debating the Issue The signature/disclosure requirement has been an issue for almost a decade, first appearing on the PCAOB’s agenda in 2005 (Tammy Whitehouse, “Divided PCAOB Presses for Names in Audit Report,” December 4, 2013, Compliance Week, http://www.complianceweek.com/dividedpcaob-presses-for-names-in-audit-report/article/323604/). ...Forensic Accounting In Practice Herbert Lee | Bus 508 Professor Badger Fardanesh 1. May 16, 2013 Forensic Accounting Defined According to Crumbley (2009)“ Forensic Accounting” is reducing the complexity of accounting practices by distilling information and slicing away at deceptions to help a judge or jury to see the essence of financial disputes. It is a practice that goes beyond auditing and analyzing accounting information. With accounting practice and standards at its core Forensic accounting goes above and beyond what the auditor does. Crumbley (2009) contends that a forensic accountant may take on fraud auditing engagements but will use other accounting, consulting and legal skills to broaden their engagements. The discipline of forensic accounting is being utilized not only in a courtroom setting but also in public discussions, debates, civil matters like divorces, insurance companies, banks and the business community at large. From a general perspective forensic accounting focuses on digging into the final accounts but will follow a lead into records of original entries. These accountants cover the areas of litigation support and investigative accounting. They are seeking out the cause and effect and according to the article FTB Tax Services (2011) it states that the primary orientation of forensic accounting is the explanatory analysis of phenomena- including possibly the discovery of deception, and its effect- introduced into an accounting system domain...

...prominent accounting firm. A few years later, a felony conviction for obstruction of justice would effectively put Andersen out of business. Ironically, at the same time that the Andersen personnel were shredding Enron workpapers, three senior members of the NextCard, Inc., audit engagement team were altering the fiscal 2000 audit workpapers of that San Francisco-based company. NextCard was founded during the late 1990s by Jeremy Lent, the former chief financial officer of the large financial services company, Providian Financial Corporation. Lent’s business model was simple: use a massive Internet-based marketing campaign to quickly grab a large market share of the intensely competitive credit card industry. By 2000, NextCard, which by then was a public company, had signed up one million credit card customers. Unfortunately, NextCard’s customers tended to be high credit risks, which resulted in the company absorbing much higher than normal bad debt losses. When the company’s management team attempted to conceal those large credit losses, the SEC and other federal regulatory authorities uncovered the scam. By 2003, the once high-flying Internet company was bankrupt and its former officers were facing a litany of federal charges. The San Francisco office of Ernst & Young audited NextCard’s periodic financial statements. When the news of the federal investigations of NextCard became public in the fall of 2001, Robert Trauger, the NextCard audit engagement partner, made...
