One departmental policy that has tacitly been revised is the previous 100 to 1 ratio, which was a policy that required federal judges to give five year mandatory minimum sentences to any person who was arrested and charged with possessing at least 5 grams of crack cocaine. This racist and unjust law was implemented to target Blacks because it required 100 grams of powdered cocaine to require the same mandatory minimum sentence. Blacks primarily used and sold crack while whites primarily used and sold powdered cocaine as well as crack cocaine, so the racial injustice associated with this vile law was highlighted many times by the United States Sentencing Commission. The 100 to 1 ratio barred judges from sentencing defendants to lesser sentences
