Most observers agree that this is a school system desperately in need of reform. The 1,100 schools within this system educate 1.1 million kids. However, using the word educate would seem to be somewhat of a misnomer because only about half of the city’s public school students finish high school in 4 years. Only 40 percent of third- through eighth-grade students score at an acceptable level in reading, and only 34 percent do so in math. About 100 of the 1,100 schools are classified by the state as failing, and another 300 are almost as bad. Clearly, something needs to be done.
