Abu Naser Student ID: 083286085 Master in Public Policy and Governance Program (MPPG) Department of General and Continuing Education (GCE) North South University Dhaka i Dedicated to My Grand-Father and Grand-Mother Late Moulvi Dana Mia Late Asmoter Nessa For their love, encouragement, and sacrifices for the education of their successors…. ii ABSTRACT After deregulation program, the participation of the private sectors is increasing significantly in service sector in Bangladesh. Higher education sub-sector is one of them. As a reform initiative of public sector management government shifted its policy in early 1990s in higher education sector. Earlier public sector had monopoly in the tertiary level of education. North South University is the first private university established in Bangladesh in 1992. Within a short span of time more than fifty private universities have started their function. Though a lot of questions about the quality, mission and vision of these institutions, some are providing world standard education. These quality institutions have prepared a ground to compete each other about the quality of services they are providing. The private universities (PUs) for first time have introduced American system in country’s higher education. Despite mismanagement and profit motive, PUs has a role to reshape higher education to develop competent...

...Quality Assurance in Private Universities of Bangladesh: An Enquiry Into The Desired Level of State Intervention Research Proposal Introduction Bangladesh with its poverty stricken economy coupled with large population base has no choice but to transform its people to skilled human resources through education, in general and higher education, in particular. As the cost of providing higher education has risen to a very high level, it is no longer possible for government to provide higher education to all. Due to budget constraints new universities cannot be established at government initiative. So the government of Bangladesh looked for private participation in this sector as a way out on the account of increased demand for higher education in the country and allowed private universities (PUs) to operate since 1992. However, the operations of PUs for last 13 years has been observed to produce mixed results. PUs could bring about some positive changes in the Higher education of the country in terms of increased capacity for higher education, politics-free environment and responsiveness. On the other hand, there are also serious allegations concerning high cost and poor quality of education in most PUs. The situation became so grave that a high power investigation team formed by the government had to put eight PUs in its black list and recommended for the cancellation of their license to operate as “University” in the country. Against this backdrop, the government...

...CHAPTER I INTRODUCTION A person's education is one of the most important factors in determining whether or not they will become a productive member of society. That is why when considering an education the quality of the education is almost as important as the education itself. So when private schools came into the picture the debate then began between public and private schools. There have been many discrepancies between the values of a public school as opposed to a private school. Advocates of private school argue that the education received in one of these facilities is more valuable and rewarding than any other educational opportunity (Greifner, 2007). On the other hand, supporters of public schools feel that the students are better-rounded, both scholastically and worldly, when in public schools. Many feel that public exposes students to all types of diversity and situations that will make them better adapted for the real world (Kennedy, 2007). Statement of the Problem It seems most people are of the opinion that private schools are superior; the issue is simply if it is worth the money. However, this may not be the case. Therefore, how does one gauge the superiority of a school? This very difficult question has no easy answers. The most common and maybe the only way researchers can create and measure the effectiveness of a school is by measuring achievement. The American Heritage Dictionary seems to define achievement as “something that has been accomplished successfully...

Twelve secondary schools were randomly selected from Egba and Ijebu divisions of the state. A sample of three hundred and sixty (360) students participated in the study. Three research instruments were used to collect data. There was no significant difference in study habit and selfconcept of students in public and private schools. However, private school students performed significantly better than their public school counterparts in integrated science (t = 3.400, p<0.05). In both public and private schools student study habit and self-concept combined together and singularly predicted science achievement. Counsellors should encourage students to study and also train them on how to improve their self-concept in order to improve science achievement. Key Words: Study habit, self-concept, science achievement, public and private schools, junior secondary schools. ...A marketing plan for Leading University,Sylhet The Context Throughout much of Bangladesh history our private university were protected enclaves, respected well enough, but mostly unnoticed and allowed to go about their business unchallenged and largely unfettered. What a contrast today when the university finds itself defined as a key economic, political, social, and cultural institution as the result of extraordinary transformations occurring throughout our nation and the world. We are rapidly evolving into a new post-industrial society in which the key strategic resource necessary for prosperity and social well-being has become knowledge itself. Indeed, we are entering what might be called "an age of knowledge" in which educated people and their ideas play the role that in the past was played by natural resources or geographic location or labor pools. In the pluralistic, knowledge-intensive, global future that is our destiny it is clear that the quality of and access to education in general, higher education in particular, and the research university most specifically of all are rapidly becoming the key factors in determining the strength and prosperity of our state. The strategic marketing plan: 1 the increasingly critical role assigned to universities has not brought with it increased prestige, public confidence, or respect. Instead, like so many other institutions in our society, we find ourselves roundly criticized from right, left, and center and even from within...

...| The differences between schools. | Public school, private school and home school. | | Bonnie Beavers | 3/15/2012 | | Parents have many types of schools to choose from; but what effect does their choice have on their children? Parents have many types of schools to choose from; but what effect does their choice have on their children? What are the different types of schools that a parent can choose from? There are many different types of schools available and parents have to choose which is best for their children. Three specific schools available are public school, private school, and home school. Why do they choose a specific type of school and what effect does it have on the children? The first type of school that parents can choose from is public school. This type of school is funded by the local, state and federal government. This type of school follows a certain curriculum that is given by the local government, as well as the state government. (Vercillo, 2012) These schools are open to any student that lives within the school district for that city. Parents choose this type of school for a lot of reasons. One reason is the convenience factor. It is close to the family’s home and transportation can be provided to and from school or they can walk. The second reason is there is no cost to attend public school. Another reason is it has a lot of diversity. Most people consider public school as the “norm.” “Children will basically fit in with society...

... My topic is why the tuition is rising for both public and private universities and colleges. Since the students debt is higher than ever and graduates can’t find a good paying jobs in the market. Why do higher education such as colleges becoming expensive for students? Some students in college or university are facing financial woes including myself because of limited funds for the school year. We as students are facing some tough difficulties when it comes to pursuing the degree we want to get. Colleges and universities are becoming expensive and more students are going to the third options because of finance problems and we should try to work something out about these higher tuition rates cause some drop outs and low enrollments for some colleges and universities. According to a search done by Peter Cohen, “The lack of difference in value between state schools and the more prestigious private colleges is compelling. A private college - including tuition, room and board - costs about $50,000 a year, compared to half that price for a state school. But according to a study cited by The New York Times, the average lifetime incomes of comparably talented graduates of public and private institutions are about the same for most students - in terms of financial value, it's hard to justify the tuition difference” (Cohan). This means that private or prestigious colleges are even more expensive than a regular private or public university and this leaves a questions in the mind of...

...Human Capital Needs in Agriculture and Allied Sectors - Policy Options National Academy of Agriculture Research Management (NAARM, Hyderabad) and Institute of Applied Manpower Research (IAMR, New Delhi) The Backdrop Agriculture sector is the mainstay of Indian economy ensuring food security and providing livelihood to millions involved either directly or indirectly with this sector. This sector has a strong mutually beneficial interface with the industry sector. Notwithstanding its declining share in country’s GDP, agriculture continues, and will continue to be the key to nation’s growth and development. Over the years Indian agriculture had made tremendous progress which, in a large measure, is directly or indirectly, due to the contributions of agricultural science and technology, and development of human skills to take advantage of the technology, be it through development of improved seed and planting material, plant protection, irrigation and soil conservation measures, mechanization and other productive agricultural practices as well as in putting on ground a massive infrastructure for extension work and transfer of technology to the farmers. In recent times, however, the pattern of agricultural growth has become somewhat erratic. The challenges that Indian agriculture faces today because of factors like shrinkage of available land, decline in soil quality and response to inputs, inadequate and uneven penetration of technology and skills, and above all...
