The Norris Company is home to three quality printing plants in various locations. The central plant is located just inside the Midvale town limit, and is managed by Chet Craig, an Ohio State graduate who has been with the Norris Company for close to twelve years. Chet feels confident in his accomplishments and contributions in his daily routine tasks. However, although he is getting the tasks at hand completed, he finds he is lacking the opportunity to devote time toward the special projects that come with the ‘executive’ status and pay for which he is recognized. Unsure of what path to follow, Chet is only able to slowly maneuver around these projects, one at a time.

As unexpected issues arise throughout Chet’s day, he finds himself under more pressure, with less time to work on his scheduled tasks. His day begins with two employees away from work, one called in sick and the other truant, and both vacancies leave voids to be filled. As Chet completes his daily tour of the plant, he encounters an operator performing poorly, along with a press helper needing constant reassurance. With vital stock items diminishing quickly, and the plant running behind schedule, Chet dedicates much of his day dealing with routine tasks. Throughout the course of taking action, Chet is constantly interrupted with concerns that are unnecessary and unrelated to his current situations.

Chet is faced with some of these problems due to a lack of fit between the process and the people within the Norris Company. Productivity is compromised when employees do not call in when absent, or when stock items run low. There is also a visible lack of fit between people and tasks such as when employees perform poorly and needing constant reassurance.

The first one I want to discuss is the Norris-LaGuardia Act, before the new deal began Senator George William Norris from Nebraska and Congressman Fiorello H. The New York Times writer and author Mr. Floyd Norris discussed a rarely-used international accounting standard or practice, known as the "true and fair" provision. During this article Norris is current, direct and authoritative, noting the reaction of other companies to Societe Generale's use of this type of a provision.
