Tent City is a jail that was built in Phoenix, Arizona in 1994. The idea was created by Sheriff Joe Arpaio to help with the overcrowding local jails. In that area there were many more inmates than the local jails could take in and maintain at that point. So, Tent City was an idea brought up. It is able to hold up to two thousand inmates at a time.
