Rosemary and Rex Walls were unfit parents and failed to provide a healthy environment for the Walls children to grow up in. Throughout Jeannette and her sibling's life, both parents showed a general disinterest in anyone's well being excluding their own and repeatedly engulfed their children in unhealthy and chaotic situations because of their selfish choices.
